Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 19-0045 approving Amendment No. 1 to the Professional Services Agreement with Quick Caption Inc., for broadcasting real-time closed captioning services to adjust the annual compensation in the amount of $25,000. Additionally, staff will return to City Council at a future meeting with recommendations for amendments to the Sunshine Policy regarding accessibility procedures.

FISCAL IMPLICATIONS:
There are sufficient funds in the City Clerk's Fiscal Year 2018-2019 Budget to cover the increase to the annual compensation. Upon City Council approval, a budget adjustment of $25,000 will also be included in the Fiscal Year 2019-2020 Budget when presented to the City Council for adoption on June 4, 2019, to cover the increase next year.

BACKGROUND:
The City has utilized the services of Quick Caption Inc. since August 2017 to provide broadcasting real-time closed captioning services. The City provides government television to the residents of Manhattan Beach through two cable television franchisees to broadcast and re-broadcast City Council and Planning Commission meetings. The City provided Closed Captioning services to the residents on the City's government television.
