Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution 19-0047 (Attachment):

1. Awarding a Professional Design Services Agreement to SA Associates, Inc., for the Sewer Infrastructure Improvement Project for $205,000 in response to Request for Proposals (RFP) No. 1200-19S; and
2. Authorizing the City Manager to execute the Agreement (Attachment).

FISCAL IMPLICATIONS:
The Sewer Infrastructure Improvement Project is in the current Fiscal Year (FY) 18/19 approved Capital Improvement Program and has sufficient funds available to complete the scope of work. The Budget and Expenditure Summary is attached.

BACKGROUND:
The City operates and maintains an extensive sanitary sewer collection system, including approximately 85 miles of wastewater pipelines. To evaluate the condition of the sanitary sewer system, staff references the 2010 Wastewater Master Plan, which provides data such as age, pipe condition, capacity demands and maintenance needs. The Plan also establishes the highest priority deficiencies for repair or replacement.

Based on the Wastewater Master Plan, staff has prioritized portions of the system with most severe structural problems and multiple deficiencies such as fractures, cracks, roots, obstructions, sags, and severe operations and maintenance issues, to be replaced over the next three budget years.
