RECOMMENDATION:
Staff recommends that the City Council approve the Deed Restriction for completion of the Proposition A grant for the Marine Avenue Skate Spot.

FISCAL IMPLICATIONS:
A $300,000 grant was received from the Los Angeles County Regional Parks and Open Space District Proposition A fund. To date, $270,000 has been collected. The final $30,000 will be disbursed upon proof of filing of the Deed Restriction with the Los Angeles County Recorder. The completion of this grant will make the Marine Avenue Skate Spot eligible for Proposition A (now Measure A) ongoing maintenance and servicing allocation funds.
BACKGROUND:
On January 19, 2016, the City Council approved the resolution approving the application for grant funds from the Los Angeles County Regional Park and Open Space District (RPOSD) Proposition A funding for the Marine Avenue Skate Spot. A $300,000 grant was awarded. The Marine Avenue Skate Spot project was accepted as complete by the City Council on October 17, 2017.
DISCUSSION:
Proposition A was established to assist in the development, acquisition, improvement, restoration, and maintenance of parks, recreational, cultural and community facilities and open space lands within Los Angeles County (District).
The Deed Restriction is required by the RPOSD to record a restriction on the title to the property ensuring that the area improved by grant funds, continues to be used for recreational purposes, in perpetuity.
Staff recommends that the City Council approve the Deed Restriction for completion of the Proposition A grant for the Marine Avenue Skate Spot.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15304(e), “Minor Alterations to Land.”
LEGAL REVIEW:
The City Attorney has approved the Deed Restriction as to form.
