Staff recommends that the City Council appoint additional task force members from the list of interested applicants.

BACKGROUND:

At the August 21, 2018, meeting, City Council discussed and adopted the City’s “Five-Year Plan to Address Homelessness in Our Community” and directed staff to create a task force on homelessness.

 

At the October 16, 2018, meeting, the City Council appointed individuals to a task force, consisting of five members, with each City Councilmember appointing one member. The Homelessness Task Force members appointed by the City Council include:

-                     Kelly Stroman

-                     Lucia La Rosa Ames

-                     Liz Spear

-                     Diane Wallace

-                     Lee Barr

 

As part of those appointments, the City Council directed to staff open an application process to appoint up to six more Homelessness Task Force members after the November 7, 2018, grant proposal deadline to obtain Measure H funds for homelessness services.

 

Thus far, the Homeless Task Force has met four times and discussed topics that include:

-                     Implementation Request for Proposals from Los Angeles County (Measure H Funding);

-                     Homelessness Count on January 23, 2019;

-                     Homeless Emergency Aid Program (HEAP) funding;

-                     Potential community meeting on homelessness; and

-                     Manhattan Beach Police Department activities on homelessness.

 

While the scope of the task force will continue to develop over time, the immediate purpose of this task force is to assist the City in: 1) Recommended uses of County homelessness funds, 2) Community outreach and education, and 3) Development of potential grant proposals.

 

It should be noted that a quarterly update on homelessness activities is tentatively agendized for the February 19, 2019, City Council meeting.


DISCUSSION:

Consistent with City Council direction at the October 16, 2018, meeting, staff created an applications process and conducted public outreach to solicit interest in serving on the Homelessness Task Force. Staff opened the application period on December 19, 2018, and conducted outreach by running advertisements in the Beach Reporter (December 20, 2018 and January 3, 2019 editions), the City’s website (www.citymb.info/homelessness), the City’s social media channels, and sent e-notifications to website subscribers.

 

Following the application deadline of January 14, 2019, staff received a total of 19 applications with interest in serving on the Homelessness Task Force. The names of the 19 applicants include:

Staff recommends that the City Council appoint up to six additional task force members from the list of interested applicants.
