Recommended Action
RECOMMENDATION:
Staff recommends the City Council adopt Resolution No. 19-0013 (Attachment):

1) Awarding a construction contract to EBS General Engineering Inc. (EBS) for $159,800 and authorizing the City Manager to execute the contract;
2) Authorizing the City Manager to approve additional work, if necessary, for up to $31,960; and
3) Approving the plans and specifications for The Strand Resurfacing Project from 1st Street to 45th Street (Attachment).

FISCAL IMPLICATIONS:
The Strand Resurfacing Project is budgeted in the Fiscal Year (FY) 2018-19 Capital Improvement Program and has sufficient funding available to: 1) complete the scope of work for $159,800 and 2) provide for additional work, if necessary, up to $31,960. The Budget and Expenditures Summary is attached.

BACKGROUND:
Since its initial installation more than 10 years ago, the existing concrete surface on The Strand has become noticeably smoother, resulting in slick conditions under certain circumstances, particularly when it becomes wet and during rain events. Multiple residents have complained of extremely slick conditions when even a minimal amount of moisture is present.
