Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 19-0012 approving Amendment No. 2 to the Agreement with Contemporary Services Corporation to provide event security services in the amount of $145,000.

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.  Sufficient funds are currently budgeted in the Police Department budget for event security services. 

 

BACKGROUND:

The Police Department makes every effort to ensure the safety of our community during large-scale events.  Since 2007, the City has contracted with Contemporary Services Corporation (CSC) to augment Police staffing for special events; CSC provides unarmed event security and traffic control services at events such as the Holiday Fireworks, Manhattan Beach 10k Run, Grand Prix Bike Race, Tour de Pier, Surf Festival/6-Man Volleyball, Hometown Fair, and Pumpkin Races.  CSC’s staff are well-versed in crowd and traffic control and perimeter security; their presence helps to provide a visual deterrent for inappropriate behavior and criminal activity.

 

The current agreement with CSC was executed on December 4, 2013 and took effect on January 1, 2014.  The agreement has an initial term of four years, with two optional one-year extensions. 


DISCUSSION:

Staff recommends that the City Council approve Amendment No. 2 to the agreement with Contemporary Services Corporation (CSC). If approved, the amendment would exercise the second one-year extension and provide for the possibility of an additional one-year extension.  The amendment documents the increase in the contractor’s hourly rates (commensurate with the minimum wage increase, effective January 1, 2019, as stipulated in the contract).  The amendment also increases the yearly maximum annual compensation from $125,000 to $145,000, which includes additional event security services to keep pace with the growing number of attendees at City special events.


PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed this report and approved as to form the amendment.
