RECOMMENDATION:
Staff recommends that the City Council approve the Cultural Arts Commission recommendation to implement a Community Arts Grant Program.
FISCAL IMPLICATIONS:
The Community Arts Grant Program will be funded through the Public Art Trust Fund. At the September 19, 2017, City Council meeting, $50,000 was allocated from the Public Arts Trust Fund for the Community Arts Grant Program.
The current allocated balance including the original Sculpture Garden funding, is $737,533. The unallocated balance as of 1/9/2019 is $1,049,371.
BACKGROUND:
On September 19, 2017, the City Council approved a variety of Public Art Trust Fund projects, which includes the Community Arts Grant Program. The Community Arts Grant Program addresses the need of the community and local arts organizations to fund small-scale art projects within Manhattan Beach. On March 9, 2018, the City Council requested a proposal for additional “walkabout” events in Downtown Manhattan Beach, where streets are blocked off and additional entertainment is provided. These events would be funded through the Community Arts Grant Program.
DISCUSSION:
The proposed Community Arts Grant Program would support projects and activities that provide and support quality arts and cultural programming within the boundaries of Manhattan Beach. Programs and activities supported through the Community Arts Grants Program would take place throughout the calendar year and have the following conditions:
• $50,000 in funding available
• Funding will be organized by the applicant’s type of organization, then into available category or categories for that organization type. Each category will have a maximum funding limit. These funding categories include:
• Arts Organizations - $7,000 maximum award
Arts Project requests are for specific arts project activities such as performances, exhibitions, workshops or lectures that provide arts opportunities that take place in Manhattan Beach
• Educational Institutions and Affiliated Groups - $1,500 maximum award
Arts in Schools programs may include a teaching artist from an arts organization leading a workshop or series of workshops or projects in a school within Manhattan Beach city limits. Arts in Schools programs and projects include: Theater, Music, Dance, Film and Digital Media productions.
• Individual Artists - $5,000 maximum award
The funded project must take place in Manhattan Beach and be accessible by the general public through presentation or exhibition at a publicly accessible space. These projects can include artist-in-residence programs and assemblies or performances.
• Walk About Events - $7,000 maximum award
Organizations or Individuals are eligible to apply for a grant to develop and present targeted events such as Art Fairs, Street performances, Neighborhood Cultural events, (ex. North End Art Walk and Metlox Art Gallery) and Outdoor Theater Events (ex. Shakespeare by the Sea).
• Program to be funded on a continued annual basis pending City Council approval.
• All funds will be disbursed in a first payment of 80% of award after review of applications, and final 20% of award will be disbursed upon receipt of completed final report (due 30 days after completion of project).
Staff recommends that the City Council approve the Cultural Arts Commission recommendation for a Community Arts Grant Program and the associated guidelines.
PUBLIC OUTREACH/INTEREST:
On September 19, 2017, the City Council approved acceptable uses for the Public Art Trust Fund, which includes this item. An update was provided on the Public Art Trust Fund items at the City Council meeting on April 3, 2018. On March 9, 2018, the City Council requested a proposal for additional “walkabout” events in Downtown Manhattan Beach. All items were presented to the Cultural Arts Commission, which recommended the attached Community Arts and Walkabout Event programs.
ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
