Recommended Action
RECOMMENDATION:
Staff recommends that the City Council appoint from the list of interested applicants that participated in the 2018 annual interview and appointment process for the Library Commission, Member-at-Large seat.

BACKGROUND:
The Library Commission consists of six members and serves in an advisory capacity to the City Council regarding library services provided by the Los Angeles County Library System to the citizens of Manhattan Beach. The Commission also acts as a liaison between the City and public/private community groups supportive of library services.
On November 29, 2018, Commissioner Casady tendered his letter of resignation to the City; therefore, effectively leaving the Library Commission, Seat No. 1, Member-at-Large seat, vacant.
On December 18, 2018, City Council accepted the resignation from Library Commissioner Casady, declared Library Commission Seat No. 1 vacant, and directed the City Clerk to return to the January 2, 2019, City Council meeting with a list of interested applicants from the May 2018 annual interview and appointment process.
DISCUSSION:
Manhattan Beach Municipal Code (MBMC) § 2.44.070 indicates if a vacant seat has 18 months or less remaining in its term, the newly appointed commission would complete the original term and automatically be reappointed to a 3-year term without additional City Council action. Therefore, the newly appointed commissioner will complete the original term slated to expire May 31, 2019, and automatically be reappointed to a 3-year term expiring on May 31, 2022. Additionally, the new member will be eligible to serve one succeeding term, upon City Council reappointment, from June 1, 2022 to May 31, 2025.
Interested Applicants:
On April 24, 2018, four individuals interviewed for the Library Commission, Member-at-Large seat. Of the four, Janet Jones was appointed to Seat No. 5, and Steven Nicholson was appointed to Seat No. 4 on the Parks and Recreation Commission.
Staff has contacted Steven Nicholson, who stated that he wishes to remain on the Parks and Recreation Commission. Staff has also contacted the remaining two applicants and confirmed that they are interested in being appointed to the Library Commission. Those applicants are Stephanie Bond and Carmen Stubbs.
Staff recommends that the City Council appoint from the eligible and interested list to fill the existing vacancy for Seat No. 1 on the Library Commission.
PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
