Recommended Action

RECOMMENDATION:

Staff recommends that the City Council:

 

1.                     Accept as complete the Manhattan Village Field Fencing and Netting Improvements Project constructed by Quality Fence Co., Inc;

2.                     Authorize filing of the appropriate Notice of Completion with the County Recorder’s Office; and

3.                     Approve release of the retention for $10,751.80 to Quality Fence Co., Inc.

 

FISCAL IMPLICATIONS:

The Manhattan Village Field Fencing and Netting Improvements Project construction contract award was $195,500, with an authorized construction contingency of $19,550, for a total construction budget of $215,050. The work was successfully completed for $215,036. The remaining unexpended balance will be returned to the Capital Improvement Plan (CIP) Fund to be appropriated for future projects.

 

BACKGROUND:

On May 1, 2018, City Council awarded a construction contract to Quality Fence Co., Inc. for construction of the Manhattan Village Field Fencing and Netting Improvements Project. The work included replacing, repairing and painting worn out framework, mesh fabric and netting components on Manhattan Village’s multi-purpose playing field perimeter. The work was coordinated to occur concurrently with the Village Field turf replacement work in order to minimize the impact on various user groups.

 

DISCUSSION:
Construction began on July 19, 2018, and was completed on August 15, 2018. The City processed three change orders:

 

                     $3,988 for additional labor and materials to repair damages caused by an errant vehicular driver incident on July 19, 2018.  The City is currently seeking reimbursement through the driver’s insurance company.

                     $8,888 for labor and materials to install a 6’ high netting extension on Manhattan Village Field’s southernmost property line, providing additional protection between the field and the Senior Villas parking lot.

                     $6,660 for labor and materials to modify the wheels and tracks of two existing rolling gates at Manhattan Village Field, and to relocate one double swing gate and one pedestrian gate at the Marine Avenue Park Baseball Field outfield.

 

These three change orders bring the total cost of construction to $215,036, which is just below the authorized construction budget of $215,050. 

 

The Contractor has successfully completed all contract work and is now requesting formal acceptance of the project. The retention amount of $10,751.80 will be released 35 days after recordation of the Notice of Completion with the County Recorder. All work inspected by the Public Works Department has been found to be in conformance with the plans and specifications and of good quality.

 

PUBLIC OUTREACH/INTEREST:
The work was coordinated and scheduled to minimize impact to area residents and businesses.

ENVIRONMENTAL REVIEW:
The project was determined to be exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15301 (d), “Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.” No further environmental review is necessary.
