Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:

1. Accept the resignation from Library Commissioner Cort Casady,
2. Declare vacant Library Commission Seat No. 1 (Casady),
3. Direct the City Clerk to conduct public outreach.

FISCAL IMPLICATIONS:
Sufficient funds are available in the City Clerk's Fiscal Year 2018-2019 budget for public outreach efforts.

BACKGROUND:
The Library Commission consists of six members and serves in an advisory capacity to the City Council regarding library services provided by the Los Angeles County Library System to the citizens of Manhattan Beach. The Commission also acts as the liaison between the City and public/private community groups supportive of library services.

On November 29, 2018, Commissioner Casady tendered his letter of resignation to the City; therefore, effectively leaving the Library Commission, Seat No. 1, Member-at-Large seat, vacant. Commissioner Casady indicated that he has moved out of the City of Manhattan Beach.

Manhattan Beach Municipal Code (MBMC) ? 2.44.040 states, "Whenever an unscheduled vacancy occurs on a Commission, Board or Committee, a special notice is to be posted in the City Clerk's office, and in other places as directed by the City Council within twenty (20) days after the City receives notice of the vacancy."

DISCUSSION:
Commissioner Casady's term is scheduled to expire May 31, 2019. Per MBMC ? 2.44.070 if a vacant seat has 18 months or less remaining in its term, the...
