Recommended Action
RECOMMENDATION:
Staff recommends that the City Council approve the updated Field Use and Allocation Policy and approve the Field Use Fees.

FISCAL IMPLICATIONS:
Staff estimates the updated fees for field use will result in approximately $100,000 per year in additional revenue, once fees are fully implemented. Staff recommends a phase-in implementation beginning January 1, 2019, with full implementation January 1, 2020. Staff will review the fees on an annual basis and consider increasing fees periodically based on market rates and inflation.

BACKGROUND:
At the City Council Budget Study Session on May 4, 2017, City Council directed staff to conduct a comprehensive field fee study. The current fee structures for facility, parks and field fees were last updated July 1, 2008. Over the past ten years, market rates and maintenance costs have risen. However, the fees charged by the City have remained unchanged. Shortly after the meeting, an Ad-Hoc Committee comprised of three members of the Parks & Recreation Commission was formed.
The Ad hoc committee and City staff met 15 times to develop the Field Use and Allocation Policy and pricing schedule. The primary objectives of the Field Use and Allocation Policy are to:
* Ensure City residents have priority and access to City facilities
* Provide seasonal priority to sports as defined by each youth sport organization
* Develop field allocations based on priority and availability
* Clearly define classifications
* Set strict deadlines for field requests and relinquishing fields
