Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt Ordinance No. 18-0024, amending the Manhattan Beach Municipal Code (MBMC) to regulate accessory dwelling units (ADUs) and accessory structures.

FISCAL IMPLICATIONS:

The adoption of this ordinance has no fiscal impact.  There will be costs in staff resources for the processing of applications for accessory dwelling unit, however these will be offset with application and plan check fees.  

 

BACKGROUND/DISCUSSION:

After conducting a public hearing on December 4, 2018, the City Council introduced Ordinance No. 18-0024 and scheduled the second reading for December 18, 2018.  The City Council took public comment from residents, discussed the proposed Ordinance and amended the covenant requirement to remove the provision allowing a property owner to have up to a two-year absence from owner occupancy of the property. No other changes were made to the Ordinance.

 

Staff recommends that the City Council waive further reading and adopt Ordinance No. 18-0024 with revisions related to accessory dwelling units (ADUs) and accessory structures.
