Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 18-0161:

 

1)                     Awarding a construction contract to Elecnor Belco Electric Inc. (Belco) for $263,572 and authorizing the City Manager to execute the contract;

2)                     Authorizing the City Manager to approve additional work, if necessary, for up to $26,428;

3)                     Approving the plans and specifications for the Pedestrian Safety Improvements Project on Highland Ave at 34th, 35th and 36th Streets, and on Manhattan Beach Blvd. at Morningside Dr. (Attachment); and

4)                     Approving the re-appropriation of the following funds to the Pedestrian Safety Improvements Project on Highland Ave at 34th, 35th and 36th Streets, and on Manhattan Beach Blvd. at Morningside Dr.:

a.                     $40,000 from the FY14/15 to FY18/19 Non-Motorized Transportation Crosswalks & Bike Lanes Project;

b.                     $110,000 from the FY 15/16 Annual Curb, Gutter and Ramp Replacement Project; and

c.                     $140,000 from the ADA Transition Plan Within Public Rights-of-Way Project.

FISCAL IMPLICATIONS:

The total construction cost for the project is $263,572, with a contingency amount request of $26,428. The proposed funding for the project comes from three budget line items (see also Attachment: Budget and Expenditures):

 

1.                     $40,000 from the FY14/15 Non-Motorized Transportation Crosswalks & Bike Lanes Project

2.                     $110,000 from the FY15/16 Annual Curb, Gutter and Ramp Replacement Project

3.                     $140,000 from the ADA Transition Plan Within Public Rights-of-Way Project.

 

BACKGROUND:

The crosswalks along Highland Ave. are heavily utilized by beach-goers and community members including the north end where many businesses and restaurants are located. North of Rosecrans, the City recently reconstructed the intersection of 38th and Highland and added enhanced safety features due to the significant number of pedestrian crossings at that location (adjacent to the City’s parking garage). Likewise, between Rosecrans and 33rd Street, there are three unprotected crosswalks which serve a high volume of pedestrians who frequent the shops and restaurants in this four block stretch of Highland Ave. The North Manhattan Beach Business Improvement District (North End BID) approached the City with a request to make pedestrian safety improvements to the cross walks at 34th, 35th and 36th Streets, where many businesses are located. 

 

Similarly, in the downtown district of Manhattan Beach, the unprotected crosswalks on Manhattan Beach Blvd. (MBB) and Morningside Dr. are also heavily utilized by visitors and in need of pedestrian safety enhancements. (See location map - Attachment.)

 

In early 2018, Public Works awarded a contract to a consulting firm to undertake designs for the three North End BID crosswalks and two MBB/Morningside Dr. crosswalks, which included developing plan and profile designs for installing new Americans with Disabilities (ADA) access ramps as well as a combination of Rectangular Rapid-Flashing Beacons (RRFBs) and In-Roadway Warning Lights (IRWLs). Those plans were completed in summer 2018 and then submitted through the plan check process, which was completed in September 2018.

 

DISCUSSION:

Construction bids were solicited on a competitive basis on October 11, 2018, in accordance with the provisions of the California Public Contract Code. The project was advertised for construction bids in the City’s publisher of record (Beach Reporter), in several construction industry publications, and was listed on the City’s website and BidSync (online service that connects vendors, suppliers and contractors to government procurement opportunities). Staff also notified over 60 contractors on the City’s contractor database regarding this project.

 

A total of five (5) competitive bids were received and opened on November 8, 2018.

Public Works staff reviewed the apparent lowest bidder’s proposal (Belco, Attachment), found it to be responsive with no errors, and determined it complied with the submittal requirements of the Plans and Specifications. Staff also reviewed Belco’s contractor license and found it to be in order. Additionally, references indicate Belco has the knowledge and capability to complete the work in a timely and acceptable manner.

 

Therefore, staff recommends that City Council:

 

1)                     Authorize the City Manager to execute a construction contract with Belco for $263,572;

2)                     Approve a contingency for additional work, if necessary, for up to $26,428;

3)                     Approve the plans and specifications for the Pedestrian Safety Improvements Project on Highland Ave at 34th, 35th and 36th Streets, and on Manhattan Beach Blvd at Morningside Dr.;

4)                     Approve the re-appropriation of the following funds to the Pedestrian Safety Improvements Project on Highland Ave at 34th, 35th and 36th Streets, and on Manhattan Beach Blvd. at Morningside Dr.:

a.                     $40,000 from the FY14/15 to FY18/19 Non-Motorized Transportation Crosswalks & Bike Lanes Project;

b.                     $110,000 from the FY 15/16 Annual Curb, Gutter and Ramp Replacement Project; and

c.                     $140,000 from the ADA Transition Plan Within Public Rights-of-Way Project.

 

Although the contractor will immediately begin procuring necessary poles and equipment for the project, site construction is anticipated to commence in April due to the long lead time for delivery of certain materials.

 

PUBLIC OUTREACH

City staff has met with North End BID representatives on multiple occasions regarding this project. Additional outreach to the North End BID and the surrounding community will occur closer to the time construction begins.

 

ENVIRONMENTAL REVIEW

In November 2018, staff filed a Notice of Exemption with the County of Los Angeles Clerk Office after determining this project qualifies for a Class 1(c) 15301 Categorical Exemption (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities).

 

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
