Recommended Action

RECOMMENDATION:

Adopt Resolution No. 18-0131 accepting the 2016 State Homeland Security Program (SHSP) grant award in the amount of $40,000, and authorize an appropriation of $40,000 from unreserved General Fund moneys, which will later be reimbursed by grant funds.

FISCAL IMPLICATIONS:

In order for the City to take advantage of this grant, the City must first expend the funds and seek reimbursement. As a result, an appropriation of $40,000 from available unreserved General Fund moneys is necessary. The $40,000 will be fully reimbursed by State Homeland Security Program grant funds. There is no funding match requirement.

 

BACKGROUND:

The United States Department of Homeland Security provides grant funding to assist state and local governments in protecting against, responding to, and recovering from terrorist attacks and natural disasters through the State Homeland Security Program (SHSP). Since 2001, the City has been awarded SHSP grant funds to purchase equipment and/or conduct training for police officers, firefighters and emergency managers.


DISCUSSION:

The City applied for the 2016 SHSP and was awarded $40,000 in grant funds for the purchase of regional interoperability and communication equipment. The grant requires the funds to be utilized to establish organizational and logistical goals to improve recovery speed in the aftermath of any major event or natural disaster.

 

Staff is currently evaluating specific projects that will comply with federal grant requirements and align with regional priorities. Regardless of the project, the funds will facilitate communication between multiple City departments (Public Works, Fire, Police Department, etc.) and other agencies such as El Segundo, Hermosa Beach, Redondo Beach, Torrance and other local agencies.

 

The grant is administered locally by the County of Los Angeles but must be used prior to March 30, 2019. The Agreement between the City of Manhattan Beach and the Los Angeles County Office of the Chief Executive (Attachment 2) is performed as a control for accountability of the grant expenditures.  All purchases must be made by following the most current City of Manhattan Beach purchasing policies; in instances where City policy is absent or considered undetermined, the State and Federal policies must be followed.  All grant funded equipment will be tracked and inventoried according to OMB Uniform Guidance, Title 44 Part 13, Section 13.32(d)(2) of the Code of Federal Regulations, which states that “a physical inventory of the property must be taken and the results reconciled with the property records at least once every two years.” Any equipment purchased with grant funds will be properly disposed and documented according to existing City policies and a certified letter will be mailed to the Los Angeles County Executive office at least every two years to confirm that policies are being adhered to.

 

POLICY ALTERNATIVES:
There are no policy alternatives for this proposal. 

PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this grant proposal.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed the grant agreement and approved it as to form.
