Recommended Action

RECOMMENDATION:

Staff recommends the City Council:

 

1.                     Adopt Resolution No. 18-0135 (Attachment) awarding a construction contract to Select Electric Inc. (Select) for $429,459;

2.                     Authorize the City Manager to execute the contract (Attachment);

3.                     Approve a contingency amount of $42,946 (10% of construction contract) for additional work, if needed;

4.                     Approve the plans and specifications for the Safe Routes to School (SR2S) Cycle 10 Pedestrian Safety Improvements Project (Attachment); and

5.                     Approve an appropriation of $35,000 from the Measure R Unreserved Fund Balance to the Safe Routes to School Cycle 10 Pedestrian Safety Improvements Project.

FISCAL IMPLICATIONS:

The total construction cost for the project, including the standard 10% contingency, is $472,405. Other anticipated ancillary expenses of $17,846 bring the total project’s estimated cost to $490,251. With the balance of the State Safe Routes to School grant insufficient to complete the project, an appropriation of $35,000 from the Measure R Unreserved Fund Balance is recommended. The attached Budget and Expenditures summary report provides the detailed funding plan (Attachment).

 

BACKGROUND:

The State Safe Routes to School (Cycle 10) grant primarily improves safety for school children who walk or bicycle to school. The planned improvements include pedestrian crossings with enhanced high visibility signage, striping and markings, installation of accessible curb ramps, flashing beacons and in-road warning lights at crossings, and countdown pedestrian signals at existing traffic signal intersections (see Attachment, location map).

 

In June 2018, the City received a notification to proceed (E-76 approval) from Caltrans, thus allowing the City to start its formal construction bid advertisement process.

 

DISCUSSION:

Construction bids were solicited on a competitive basis in accordance with the provisions of the California Public Contract Code. The project was advertised for construction bids in the City’s publisher of record (Beach Reporter), in several construction industry publications, and was listed on the City’s website and BidSync (online service that connects vendors, suppliers and contractors to government procurement opportunities). Staff also notified over 60 contractors on the City’s contractor database regarding this project.

 

A total of five (5) competitive bids were received and opened on August 21, 2018.

Public Works staff reviewed the apparent lowest bidder’s proposal (Select, see Attachment), found it to be responsive with no errors, and determined it complied with the submittal requirements of the Specifications. Staff also reviewed Select’s contractor license and found it to be in order. Additionally, references indicate Select has the knowledge and capability to complete the work in a timely and acceptable manner.

 

Therefore, staff recommends that City Council: 1) adopt Resolution No. 18-0135 awarding a construction contract to Select Electric Inc. for $429,459; 2) authorize the City Manager to execute the contract (Attachment); 3)                     approve a contingency amount of $42,946 (10% of construction contract) for additional work, if needed; 4) approve the plans and specifications for the Safe Routes to School (SR2S) Cycle 10 Pedestrian Safety Improvements Project (Attachment); and 5) approve an appropriation of $35,000 from the Measure R Unreserved Fund Balance to the Safe Routes to School Cycle 10 Pedestrian Safety Improvements Project.

 

Construction is scheduled to occur between November 2018 and March of 2019.

 

PUBLIC OUTREACH

The grant project application was prepared in consultation with representatives of the School District. Status reports for this project have been presented to the Manhattan Beach Unified School District Board on two separate occasions. Staff has also met with Staff at the School District Superintendent Office as recently as May 2018 to discuss the final plans for this project.

 

ENVIRONMENTAL REVIEW

On June 2018 staff filed a Notice of Exemption with the County of Los Angeles Clerk Office after determining this project qualifies for a Class 1(c) 15301 Categorical Exemption (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities).

 

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
