RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 18-0136 (Attachment) approving the submittal of a grant application to CalRecycle for rubberized pavement grant funds for the Liberty Village Pavement Rehabilitation Project and Marine Avenue Improvement Project.

FISCAL IMPLICATIONS:
There is no cost associated with submitting an application to CalRecycle's rubberized pavement grant program. The grant is a competitive reimbursement program that awards funds based on the amount of rubberized pavement installed on projects. Staff estimates that the City is eligible to receive approximately $67,600 through this grant, based on the quantity of rubberized asphalt to be used on the planned Liberty Village Pavement Rehabilitation and Marine Avenue Improvement projects.
BACKGROUND:
CalRecycle administers this grant program to encourage diversion of waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The Rubberized Pavement Grant Program is designed to promote markets for recycled-content surfacing products derived from California-generated waste tires. The practical benefits of using tire rubber in asphalt applications include achieving greater crack resistance, enhanced durability for a longer-lasting street pavement, safety and noise reduction, and ultimately cost savings to the City.
