Recommended Action

RECOMMENDATION:

Staff recommends that City Council adopt a resolution authorizing the City Manager to execute Amendment No. 1 for $55,000 to MBI’s existing Agreement for additional engineering and environmental services for the Aviation Boulevard at Artesia Boulevard Southbound to Westbound Right Turn Lane Improvement Project.

FISCAL IMPLICATIONS:

The City received a $1,500,000 grant from the Measure R South Bay Highway Program (SBHP) for the Aviation Boulevard at Artesia Boulevard Southbound to Westbound Right Turn Lane Improvement Project.  Activities eligible for reimbursement include design, project management, right-of-way acquisition, construction and all other components necessary to complete the project.  There is sufficient funding in the budget to perform the work as proposed in Amendment No. 1 for $55,000.

 

BACKGROUND:

The purpose of the Aviation Boulevard at Artesia Boulevard Southbound to Westbound Right Turn Lane Improvement Project is to provide a dedicated southbound to westbound right-turn lane, which requires widening the west side of Aviation Boulevard north of Artesia Boulevard.  Installation of a dedicated right turn lane will help reduce congestion of southbound traffic, improve traffic flow, minimize commuter delay and improve overall safety at this intersection.  The project is one of many infrastructure improvements funded by the Measure R SBHP to help improve overall mobility throughout the South Bay.

 

On January 3, 2017, City Council awarded a $144,541 contract to MBI for project engineering design services that included environmental review and the preparation of plans and specifications for construction bidding. 

 

The plans and specifications include:

 

                     Street widening at the northwest quadrant of the intersection;

                     New pavement, curb and gutters, sidewalk, driveway approach and retaining wall;

                     Modifying the existing storm drain catch basin and connector pipe to address drainage issues;

                     Signage & striping layout; and

                     Landscape/irrigation restoration and other appurtenant work.

 

The scope of work also includes records research, environmental analysis, agency/utility coordination, legal & plat mapping, utility potholing, field survey and geotechnical work.

 
DISCUSSION:

MBI has completed the Preliminary Engineering Report, Phase 1 Environmental Assessment Investigation and 60%-complete design plans.  However, because the land adjacent to the project was once a gas station site that undertook environmental clean-up remediation, it was determined that the project must be environmentally cleared through a higher level CEQA process of Initial Study/Mitigated Negative Declaration (IS/MND).  MBI has submitted a scope of work and cost proposal for $55,000 to complete all of the additional work required, which includes specialized environmental related studies, sub-surface investigation, preparation of documents for public review, and mitigation monitoring and reporting plans.

 

Please note that the City also solicited and received three other proposals for the additional work required.  Each of the other firms proposed significantly more staffing resources, time and funding to complete the work when compared to MBI’s scope and proposal.  Based on these findings, the staff felt confident in recommending the approval of this Amendment No. 1 for $55,000 for MBI’s additional services.

 

PUBLIC OUTREACH/INTEREST:
No public outreach has yet been conducted regarding this project.  Once preliminary environmental findings and designs are completed, staff will begin outreach efforts to surrounding communities about the project.


ENVIRONMENTAL REVIEW
As part of MBI’s scope of work, all environmental concerns will be reviewed and discussed with City staff.  Once the issues have been closely studied and evaluated, the appropriate findings in compliance with the California Environmental Quality Act (CEQA) will be prepared and circulated to the public.


LEGAL REVIEW
This amendment has been reviewed and approved by City Attorney’s office.
