Recommended Action

RECOMMENDATION:

Based on the expected City Council Reorganization on September 4, 2018, Staff recommends that the City Council approve the designation of Mayor Steve Napolitano as a voting delegate, Mayor Pro Tem Nancy Hersman as Alternate No. 1 and Councilmember Richard Montgomery as Alternate No. 2, to the 2018 League of California Cities Annual Conference. Staff also recommends that the City Council authorize the chosen Voting Delegate (Mayor Napolitano), and if necessary, Voting Alternates (Mayor Pro Tem Hersman and Councilmember Montgomery), to vote in the best interest of the City regarding the proposed resolutions being considered at the Annual League of California Cities (LOCC) Conference, Annual Business Meeting in Long Beach on September 14, 2018.

FISCAL IMPLICATIONS:

Adequate funds are available in the Fiscal Year 2018-2019 budget for the travel and related expenses.

 

BACKGROUND:

The next City Council Reorganization will take place on September 4, 2018, where Mayor Pro Tem Napolitano will take his turn as Mayor and Councilmember Hersman will take her turn as Mayor Pro Tem.  The League of California Cities has requested for City Council to take action by July 31, 2018, prior to the scheduled City Council reorganization.  Staff is recommending that City Council approve the voting delegate (and alternates) and authorize a voting authority based on the changes that will take effect on September 4, 2018, prior to the annual conference scheduled for September 12-14, 2018.

 

The League of California Cities provides a variety of training, legislative support, and information to elected and appointed officials, as well as City staff. The League of California Cities will be holding its Annual Conference on Wednesday, September 12 through Friday, September 14, 2018 in Long Beach. At the Annual Conference, the League of California Cities conducts its Annual Business Meeting where League Members take action on conference resolutions. These resolutions help guide cities and the League in its efforts to improve the quality, responsiveness, and vitality of local government in California. The League’s bylaws stipulate that each city is entitled to one vote on matters affecting municipal or League policy. The Annual Business Meeting is scheduled for Friday, September 14, 2018 at 12:30 PM.


DISCUSSION:

It has been the City Council’s past practice to appoint the Mayor as the primary Voting Delegate and the Mayor Pro Tem as the Alternate Voting Delegate. However, the League of California Cities bylaws authorize the appointment of up to two additional alternates in order to plan for unforeseen situations (League Bylaws Amendment in 2006). Thus, staff is recommending that the City Council appoint Mayor Napolitano as the City’s Voting Delegate, Mayor Pro Tem Hersman and Councilmember Montgomery as the City’s Voting Alternates, using the appropriate form (Attachment). Staff also recommends that City Council authorize the Delegate, Mayor Napolitano, and if necessary Alternates Mayor Pro Tem Hersman and Councilmember Montgomery, to vote in the best interest of the City on League resolutions at the Annual Business Meeting on Friday, September 14, 2018.

City Council should also authorize the chosen Voting Delegate (Mayor Napolitano), and if necessary, Voting Alternates (Mayor Pro Tem Hersman and Councilmember Montgomery), to vote in the best interest of the City regarding the proposed resolution being considered at the Annual League of California Cities (LOCC) Conference, Annual Business Meeting in Long Beach on September 14, 2018.

PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
