RECOMMENDATION
Staff recommends that the City Council approve the Third Amendment to the Master Agreement with Manhattan Beach Unified School District regarding public use of School District fields and facilities.

FISCAL IMPLICATIONS
Pursuant to the Second Amendment entered into in June 2017, the City paid the District monthly payments of $64,454.75 ($773,457 annually) in FY 2017-2018. If the Third Amendment to the Master Agreement is approved, the City will pay the District monthly payments of $65,704.75 ($788,457) in FY 2018-2019, an increase of $15,000, which is equal to the Master Agreement's current Consumer Price Index cap. Annual payments thereafter will be adjusted by the Consumer Price Index, with a maximum annual increase of $25,000, up from the previous cap of $15,000. The FY 2018-19 Operating Budget, if approved, includes a modest increase so no appropriation changes are necessary.

BACKGROUND
At the May 21, 2013 City Council meeting, City Council approved a Master Agreement with the School District for a three-year term. In May 2016, the City and School District entered into the First Amendment to extend the term of the Master Agreement for one year. In June 2017, the City and School District entered into the Second Amendment to further extend the term of the Master Agreement for one year.
