Recommended Action

RECOMMENDATION:

Staff recommends that City Council adopt Resolution No. 18-0070 to:

 

1)                     Designate $589,315 in Road Maintenance and Rehabilitation Account revenues created by Senate Bill 1 (SB1) (the Road Repair and Accountability Act of 2017) for the Marine Avenue Resurfacing Project in the Fiscal Year 2018/19 Capital Improvement Plan;

2)                     Authorize the Public Works Director to submit the necessary project information to the California Transportation Commission (CTC) as required by the Road Repair and Accountability Act of 2017, including year-end reporting for all SB1 projects.

FISCAL IMPLICATIONS:

The City of Manhattan Beach anticipates receiving $589,315 of SB1 funding in FY 2018/19, which is budgeted within the Streets and Highways Fund in the FY 2018/19 Proposed Operating Budget.

 

To comply with the Annual Reporting guidelines, these funds need to be allocated in the City’s FY 2018/19 Capital Improvement Plan Budget to a specific project. Staff proposes that these upcoming funds be incorporated into the Marine Avenue (from Sepulveda Boulevard to Aviation Boulevard) Resurfacing Project. If approved by the City Council, this change will be incorporated into the final Capital Improvement Plan and Operating Budget, which are scheduled for adoption on June 19, 2018.

 

BACKGROUND:

Senate Bill 1, the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by Governor Brown in April 2017 in order to address the significant transportation funding shortfalls statewide.  The Annual Reporting Guidelines were published several months later in August 2017. 

 

Beginning November 1, 2017, the State Controller began depositing funds into the newly created Road Maintenance and Rehabilitation Account (RMRA) in order to distribute them to eligible cities pursuant to Streets and Highways Code Section 2032(h) for basic road maintenance, rehabilitation and critical safety projects on the local streets and roads system.  In FY 2017/18, the City programmed approximately $199,000 of SB1 funds for the Manhattan Avenue/Highland Avenue Resurfacing Project, which is currently under construction through June 2018. 

 

As a condition of receiving SB1 funds, each City is required to adopt a project list at the beginning of each fiscal year and provide year end reporting on completed projects. The list of identifying projects that will utilize the SB 1 funding must be submitted to the CTC prior to the beginning of the fiscal year in July.

 

DISCUSSION:

Staff recommends that City Council adopt a resolution authorizing the current year’s allocation of SB1 funding to go toward the Marine Avenue Resurfacing Project as supplemental funding needed to implement the project. This roadwork project includes street resurfacing, repairs to curbs and gutters, where necessary, and installation/upgrades of Americans with Disabilities Act (ADA) ramps at intersections adjacent to the street project limits. The project is anticipated to be under construction sometime between October 2018 and January 2019.  Once completed, the project is anticipated to extend the life of the pavement by approximately 20 - 25 years.

 

The project design is 95% completed and the estimated construction cost is approximately $1 million.  The additional SB1 funding will supplement the current $400,000 budgeted for the project from Proposition C Local Return funds.  Once bidding takes place, staff will present to City Council the actual bids received and make recommendations for additional funding, if needed, to complete the street resurfacing and curb ramp improvements.


PUBLIC OUTREACH/INTEREST:

A community meeting for the proposed Marine Avenue Street Resurfacing project was held at Marine Avenue Park on April 24, 2018. This meeting was published through the City’s website, e-notifications and social media.

ENVIRONMENTAL REVIEW
The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15301, Class 1(c).  Based on the CEQA requirements, a Notice of Exemption will be filed for the project with the Los Angeles County Clerk’s office prior to the construction phase.
