RECOMMENDATION:

Staff recommends that City Council discuss the City’s Work Plan and provide direction.

Body
FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

BACKGROUND:

On March 9, 2018, City Council held a meeting to discuss the City Work Plan. It was held at the Public Works Conference Room at 3621 Bell Avenue in Manhattan Beach from 9:00 a.m. to 3:00 p.m. Prior to the March 9, 2018 meeting, City Council last reviewed the City Work Plan at their retreat in May 2017.

Based on direction provided at the March 9 meeting, staff updated the Work Plan to reflect additional priorities that were identified (Attachment 1). The Work Plan was also reconfigured in a format that was easier to read. Any completed items or accomplishments were removed from the document and compiled in a separate list (Attachment 2).

DISCUSSION:

Staff recommends that City Council review the current City Work Plan and provide direction on the items listed and their proposed timelines. Work Plan items have been added to the City Council Agenda Forecast to indicate when they will be presented to City Council for review (Attachment 3).

PUBLIC OUTREACH/INTEREST:
Meetings about the City Work Plan were noticed according to standard outreach for public meetings, including posting on the City website, publishing on social media and sent through the City’s enotifications system. Agenda packets were made available at City Hall, Manhattan Beach Library, Joslyn Community Center and Manhattan Beach Police Department.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
