RECOMMENDATION:

Staff recommends that the City Council appoint or reappoint to the following City Boards and Commissions vacancies:

 

                     Cultural Arts Commission - 2 Seats

(1 Member-at-Large, 1 Student Representative)

                     Library Commission - 2 Seats

(1 Member-at-Large, 1 Student Representative)

                     Parks and Recreation Commission - 3 Seats

(1 Member-at-Large, 1 Older Adult, 1 Student Representative)

                     Parking and Public Improvements Commission - 1 Seat

(1 Member-at-Large)

                     Planning Commission - 1 Seat

(1 Member-at-Large)

                     Los Angeles County West Vector Control Board - 1 Seat

FISCAL IMPLICATIONS:

BACKGROUND:

In preparation for the Annual Boards and Commissions Interview and Appointment Process, the City Clerk’s Office and staff liaisons have been in contact with current commissioners and applicants regarding upcoming scheduled vacancies.

 

To solicit interest in serving on the City’s Boards and Commissions, the City Clerk’s office placed advertisements in the February 15, 2018, March 15, 2018, and April 5, 2018, editions of the Beach Reporter and Easy Reader newspapers, posted notices on the City’s website (www.citymb.info), the City’s posting boards, posted a “News” item on the City’s website, posted on the City’s Facebook and Twitter pages, and sent e-notifications encouraging the community to apply for upcoming vacancies on the City’s Boards and Commissions.

 

At the April 24, 2018 City Council meeting, the City Council conducted interviews of applicants interested in serving on the City’s Boards and Commissions.


DISCUSSION:

Staff has compiled a list of applicants from the community indicating interest in serving on the City’s Boards and Commissions. Below is a breakdown of each commission vacancy along with the applicant’s expressed interest.  

 

Cultural Arts Commission:

The Cultural Arts Commission is responsible for the continued development and implementation of the master plan for cultural arts in the City, encouraging and supporting art education programs in the community and schools, visual and performing arts and Art in Public Places. The Cultural Arts Commission consists of six (6) members: four (4) members selected at-large, one (1) member selected as an artist representative, and one (1) student representative. The Commission meets the 3rd Monday of every month at 6:00 PM.

 

Seat No. 3 - Member-at-Large

Seat No. 3 is a Member-at-Large seat currently occupied by Cultural Arts Commissioner James Gill. Commissioner Gill’s term will expire on May 31, 2018 and he is not eligible for reappointment due to term limitations. Below are applicants that have indicated an interest in the seat.

Seat No. 6 - Student Representative Seat

Library Commission:

The Library Commission serves in an advisory capacity to the City Council regarding library services provided by the Los Angeles County Library System to the citizens of Manhattan Beach. This Commission also serves as a liaison between the County, City and public/private community groups supportive of library services. The Commission consists of six (6) members: five (5) members selected at-large and one (1) student representative. The Commissions meets the 2nd Monday of every month at 6:00 PM.

 

Seat No. 5 - Member-at-Large

Seat No. 5 is a Member-at-Large seat currently occupied by Elizabeth Kunkee. Commissioner Kunkee’s term will expire on May 31, 2018 and she is not interested in being reappointed. Below are applicants that have indicated an interest in the seat.

Parks and Recreation Commission:

The Parks and Recreation Commission serves in an advisory capacity to the City Council regarding the recreational needs of all citizens, and promotes supervised public recreation within the City. The Commission consists of seven (7) members: four (4) at large members, one (1) representative from the Older Adult community (55+ years of age), one (1) representative appointed by the Manhattan Beach Unified School District Board of Trustees and one (1) student representative. The Commission meets the 4th Monday of every month at 6:00 PM.

 

Seat No. 4 - Member-at-Large

Seat No. 4 is a Member-at-Large seat held by Russel Allen. Commissioner Allen’s term will expire on May 31, 2018 and while he is not eligible for reappointment due to term limitations, Commissioner Allen has applied for other commissions. Below are applicants that have indicated an interest in the seat.

Seat No. 7 - Student Representative

Parking and Public Improvements Commission:

The Parking and Public Improvements Commission (PPIC) makes recommendations to the City Council on public parking issues, capital improvement projects, traffic management and activities within the public right-of-way including encroachment permits. The Commission consists of five (5) members: three (3) Member-at-Large seats and two (2) seats representing the Business Community. The Member-at-Large seats are available to any member of the community, while the Business Community representatives must be owners, employees or officers of businesses located and operating within the City. The Commission meets on the 4th Thursday of every month at 6:00 PM.

 

Seat No. 5 - Members-at-Large

Seat No. 5 is a Member-at-Large seat held by Steven Nicholson. Commissioner Nicholson’s term will expire on May 31, 2018 and while he is not eligible for reappointment due to term limitations, Commissioner Nicholson has applied for other commissions. Below are applicants that have indicated an interest in the seat.

Planning Commission:

Pursuant to California Planning and Zoning Law and the California Environmental Quality Act (CEQA), the Planning Commission considers land use applications such as use permits, variances, planned development permits, CEQA, and appeals of certain decisions made by the Directors of Community Development, and recommends to the City Council zone changes, code amendments, and modifications to long-range planning documents, including but not limited to the City’s General Plan and Local Coastal Plan. It is the only existing Commission that makes official determinations. Planning Commission decisions may be appealed to the City Council. The Commission consists of five (5) Member-at-Large seats and meets on the 2nd and 4th Wednesdays of each month at 6:00 PM in the City Council Chambers.

 

Seat No. 2 - Members-at-Large

Seat No. 2 is a Member-at-Large seat held by George Apostol. Commissioner Apostol’s term will expire on May 31, 2018. Commissioner Apostol has applied and is eligible for reappointment. Below are applicants that have indicated an interest in the seat.

Los Angeles County West Vector Control Board

The Los Angeles County West Vector and Vector-Borne Disease Control District was formed in 1944 and covers approximately 680 square miles, contains 23 cities, including the City of Manhattan Beach, and unincorporated territory of Los Angeles County.  The purpose of the control district is to educate the public about vector-transmitted diseases, vector related injuries and provide additional information on services offered by the control district.  Each city council, and county board of supervisors within the boundaries of the district, may appoint one (1) representative each to the Los Angeles County West Vector Control Board of Trustees.

 

Member-at-Large Seat

This is a Member-at-Large seat held by John Frazee. Boardmember Frazee’s term will expire on December 31, 2018. Commissioner Frazee has applied and is eligible for reappointment.

Conclusion

Staff recommends the City Council appoint or reappoint from the interested applicants described within the report.

 

PUBLIC OUTREACH/INTEREST:
The City Clerk’s office conducted extensive outreach regarding the vacant Boards and Commissions seats by placing advertisements in the February 15, 2018, March 15, 2018, and April 5, 2018, editions of the Beach Reporter and Easy Reader newspapers, posted notices on the City’s website (www.citymb.info <http://www.citymb.info>) on February 15, 2018, the City’s posting boards on February 15, 2018, posted a “News” item on the City’s website on February 23, 2018 and March 15, 2018, posted on the City’s Facebook and Twitter pages on February 23, 2018 and March 15, 2018, and e-notifications were sent asking community members to apply for upcoming vacancies on the City’s Boards and Commissions on February 23, 2018 and March 15, 2018.
