RECOMMENDATION:

At the request of Mayor Howorth, staff recommends that City Council adopt Resolution No. 18-0054 supporting safe storage and disposal of prescription drugs.

BACKGROUND:

Behavioral Health Services (BHS) is part of the South Bay Communities Creating Change Coalition under the Los Angeles County Department of Public Health. The coalition of LA County Prevention Providers is requesting that the City of Manhattan Beach and other Service Planning Area (SPA 8) cities adopt a resolution to voice support for the safe storage and disposal of prescription drugs to protect our youth.

 

The cities of Redondo Beach and Hermosa Beach have adopted resolutions in support of the safe storage and disposal of expired or unused Rx-prescription drugs.

 

DISCUSSION:

Resolution No. 18-0054 expresses support for the Drug Enforcement Agency’s bi-annual national prescription drug take back events. The National Prescription Drug Take Back addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that many abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, many residents do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away - both creating potential safety and health hazards.

 

Safe disposal of unused or expired prescription drugs include controlled substances such as opioid pain relievers. Safely disposing of these drugs reduces the risk of nonmedical use that might lead to prescription drug and/or substance misuse.

 

Manhattan Beach Police Department staff support these efforts and offer a 24/7 medication drop-off, in a secure collection bin, which is located in the front lobby of the Police Department. As a result of both the October 2017 DEA Take Back event and the MBPD’s collection bin, nearly 840 pounds of unwanted or expired medications were collected and turned over to the DEA for destruction.

 

BHS will hold a press conference on April 26, 2018, to acknowledge all of the SPA 8 cities who have approved Resolutions in support of safe storage and disposal of prescription drugs.

In conclusion, staff recommends that the City Council adopt Resolution No.18-0054.

 

PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
