Recommended Action

RECOMMENDATION:

Staff recommends that the City Council formally accept as complete the Parkview Avenue Sidewalk and Access Ramp Improvements Project constructed by Alfaro Communications Construction Inc.; authorize filing of the appropriate Notice of Completion with the County Recorder’s Office; and approve the release of retention for $8,422.97 to Alfaro Communications Construction Inc.

FISCAL IMPLICATIONS:

The Parkview Avenue Sidewalk and Access Ramp Improvements Project construction contract award was $157,845.40 with an authorized construction contingency of $15,785.00, for a total construction budget of $173,630.40.  The work was successfully completed for $168,459.30, which included two change orders issued for $16,439.90 and $5,000.00 to address additional unforeseen work items needed to complete the project.

 

BACKGROUND:

On June 20, 2017, City Council awarded a construction contract to Alfaro Communications Inc. to install 500 feet of new sidewalk to provide an accessible pathway on north side of Parkview Avenue between Marriot Drive and Market Place.  A pedestrian access easement was granted by the property owner, Continental Development, for the project because there was insufficient right-of-way behind the curb for its installation. The Public Works Director will accept the pedestrian access easement and have it recorded as part of the project completion acceptance by the City Council.

 

DISCUSSION:

Construction of the Parkview Avenue Sidewalk and Access Ramp Improvements Project began on August 7, 2017 and was completed on February 10, 2018. The City processed two change orders - one for modification to an existing curb ramp, additional curb, and sub-base materials totaling $16,439.90, and another one for additional grading, utility adjustments and landscaping totaling $5,000.00. This brought the total cost of construction to $168,459.30, which is below the total authorized construction budget of $173,630.40.  The funding summary is as follows:

A total of $5,171.10 was returned to the Annual Curb-Gutter and Ramp Fund.

 

The Contractor has completed all contract work and is now requesting formal acceptance of the project.  The five percent (5%) retention amount of $8,422.97 will be released 35 days after recordation of the Notice of Completion with the County Recorder.  All work inspected by the Public Works Department has been found to be in conformance with the plans and specifications and of good quality.

 

PUBLIC OUTREACH/INTEREST:
The work was coordinated and scheduled to minimize impact to the area residents and businesses.


ENVIRONMENTAL REVIEW:
The project was determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to: Section 15304 (e), “Minor Alterations to Land”.


LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
