Recommended Action

RECOMMENDATION:

Staff recommends that City Council adopt a Resolution authorizing the City Manager to execute an agreement with Quantum Consulting, Inc. (Quantum) for the Pier and Roundhouse Improvements Project for $150,000 (Attachment 1 and 2).

FISCAL IMPLICATIONS:

There are sufficient funds programmed in the Pier and Roundhouse Capital Improvement Budget to award the Inspection Services agreement to Quantum.

 

BACKGROUND:

On November 21, 2017, City Council awarded a construction contract to Archico Design Build Inc. for the Pier and Roundhouse Exterior Improvements Project. Recall that the construction project includes:

 

1.                     Replacement of potable water, fire protection and sanitary sewer pipelines

2.                     Replacement of the sanitary sewer sump pump system

3.                     Installation of two fish cleaning sink stations at west end of the pier

4.                     Installation of a life ring cabinet on the Pier

5.                     Installation of communication services system

6.                     Replacement of wiring for electrical power utility

7.                     Replacement of the Roundhouse mission tile roof and cupola

8.                     Replacement of all exterior doors, windows, shutters, louvers and vents

9.                     Installation of rain gutter across Roundhouse building main entrance

10.                     Repairs to stucco and paint exterior walls with anti-graffiti coating

 

The City also committed to allocating $150,000 through a tri-party agreement to the Roundhouse Aquarium Beautification Project’s design and construction costs.  However, because the City is not participating in construction of the Aquarium project, $75,000 of that $150,000 commitment is being reallocated to Quantum’s inspection services for the Aquarium’s interior improvements.  The remaining balance of Quantum’s contract is being covered by the Pier Improvements Project fund. Note that in coordinating inspection services between the two projects, the City able to achieve cost-savings by eliminating duplicative, on-site oversight of construction activities for these two construction projects.


DISCUSSION:

Public Works Department issued a Request for Proposals No.1121-17 on April 18, 2017 for inspection services for various capital improvement projects.  A total of thirteen (13) proposals were received by May 10, 2017.  Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:

 

                                          Demonstrated understanding of the scope of services

                                          Key personnel qualifications and experience with similar projects

                                          Project management methods and quality control/assurance

 

Quantum submitted a good responsive proposal. Their assigned staff has excellent experience, and identified and understands the key project issues. Because of the complexity of this project, Quantum had proposed an experienced inspector with both private and public works project experience. The inspector has a degree in Architecture and is experienced in both interior and exterior building construction as well. The inspector’s hourly rate is $132 per hour and the agreement is for a not-to-exceed amount of $150,000.  It is anticipated that the inspection cost will be split and tracked 50-50 between the City’s work and the Aquarium. The duration of the inspection services is anticipated to extend from early January through mid-June 2018 to provide coverage for all active construction work as well as project closeout activities.


POLICY ALTERNATIVES:

PUBLIC OUTREACH/INTEREST:
There has been periodic community announcements and presentations to City Council to provide status updates on the project. A project focused webpage is available on the City’s website, and the project was highlighted in the winter Manhappenings brochure mailed to every residential address. The community will continue to be invited to review the information and provide comments through social media outreach, and a project newsletter will be implemented to provide status updates on the project. The inspector will coordinate and communicate daily on an as-needed basis with the public at the pier area as an extension of the outreach program.


ENVIRONMENTAL REVIEW
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1(d) categorical exemption pursuant to Section 15301 of the State CEQA Guidelines. A Notice of Exemption was filed with the Los Angeles County Clerk’s office for the project.

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary, and has reviewed and approved the proposed Professional Services Agreement as to form.
