RECOMMENDATION:
Adopt Resolution No. 17-0132 authorizing the Public Works Director or Designee to execute certain ancillary agreements and documents to streamline capital improvement projects approved by the City Council that are funded by Caltrans.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action. However, with this Resolution in place, it will execute and expedite the time it takes for the City to process and receive federal and State approvals and reimbursements from the Caltrans.

BACKGROUND:
From time to time, the City of Manhattan Beach is fortunate to receive Caltrans-administered federal and/or state grant funds for various capital improvement projects. These qualifying capital improvement projects (CIPs) are approved by City Council as part of the City's annual CIP Budget and again when awarding construction projects. However, in addition to the funding agreement itself, Caltrans-funded projects often require other numerous ancillary documents to be approved and executed as the project progresses through each phase the award from the project planning stage through completion of construction. Examples include Right-of-Way Certifications, Project Budget Certifications, and Checklist Certifications (see below for extended list).
