Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:

1. Accept as complete the Highland Avenue at 38th Street and Rosecrans Avenue at Highland Avenue Street Improvement Projects constructed by Alfaro Communication Construction Inc.;
2. Authorize filing of the appropriate Notice of Completion with the County Recorder's Office; and
3. Approve the release of retention for $16,988.79 Alfaro Communication Construction Inc.

FISCAL IMPLICATIONS:
The original Highland Avenue/38th St. and Rosecrans Ave./Highland Ave. Street Improvement Project construction award was for $313,544, with an authorized construction contingency of $31,400, for a total construction budget of $344,944. The work was successfully completed for $339,775.87, which included one change order issued for $33,741.87 to address additional work item quantities needed to complete the project. The remaining project balance of $5,168.13 will be returned to the Non-Motorized Fund.

BACKGROUND:
On March 21, 2017, City Council awarded a construction contract to Alfaro Communication Construction Inc. to construct street improvements that would facilitate safe pedestrian access at 38th St. and Highland Ave., which included:

* A high visibility crosswalk with pedestrian activated flashing beacons
* In-pavement lighting
* Landscaped center median
* New pedestrian ramps ...
