Recommended Action

RECOMMENDATION:

Staff recommends that the City Council:

 

a) adopt Resolution No. 17-0122;

b) approve an Agreement with the Beach Cities Health District (BCHD) to purchase services and medical supplies; and

c) authorize the City Manager to sign and accept the grant in the amount of $29,364 annually for three years from the Beach Cities Health District.


FISCAL IMPLICATIONS:

The Beach Cities Health District Grant is used to contract services with a nurse educator to provide continuing education for paramedics, maintenance of the emergency medical services quality improvement program, and purchase medical supplies and equipment. An appropriation for these grant-funded expenditures is already included in the FY 2017-18 Adopted Budget and will be included in fiscal years 2018-19 and 2019-20. The total value of this grant is $88,092 over the three-year agreement.

 

BACKGROUND:

BCHD is the largest preventive health agency in the nation. They have served the communities of Hermosa Beach, Manhattan Beach, and Redondo Beach since 1955. The organization offers an extensive range of dynamic health and wellness programs, with innovative services and facilities to promote health and prevent diseases. Since 1998, BCHD has been providing grant funding through a series of single and recently multi-year grants. Monies are used to purchase emergency medical supplies for paramedic ambulances and provide emergency medical training and education of the Fire Department’s paramedic.


DISCUSSION:

The City’s Fire Department collects approximately 67% of patient billing for medical ambulance transports. The cost of medical supplies and equipment used by the Fire Department paramedics to treat patients is paid for through ambulance billing. If a patient is treated, but not transported by the Fire Department, the City is not reimbursed for the expense of medical supplies and equipment. The BCHD grant provides ($15,311) to help offsets those expenditures. The grant also provides partial funding for a nurse educator ($14,048) for paramedic continuing education and maintenance of the department’s quality improvement program. Both are required by Los Angeles County to maintain our emergency medical services. The City of Manhattan Beach has received grant funding from BCHD annually since 1998. This three-year grant meets BCHD’s health priorities.


PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.


LEGAL REVIEW
This agreement has been reviewed by the City Attorney and is approved as to form.
