RECOMMENDATION:
Receive an update on the Scout House Reconstruction Project Design, which is located next to the Joslyn Center in the City of Manhattan Beach, and provide direction on the proposed design.

DISCUSSION:
The Scout House, located adjacent to the Joslyn Center, was constructed in the 1950s by the Boy Scouts and later donated to the City of Manhattan Beach. It has effectively served as a gathering spot for generations of Boy and Girl Scout members and their families. The oft-used building also provides space for Seniors' recreational activities and is occasionally utilized as a meeting room for the community.

As conveyed to City Council on February 4, 2014, the Scouts and Seniors believe that the building has outlived its useful life - both in terms of structural integrity and functionality (limited usable space, etc.). Thus, with prior Council concurrence (see Attachment 1: MOU), the Scouts and Seniors have undertaken design and fundraising efforts for its replacement. The attached presentation includes a revised proposed design schematic for a new facility and a summary of the Scouts' and Seniors' past and future efforts to bring this project to fruition. The Scouts are seeking City Council preliminary concurrence on the proposed conceptual design and City participation in some costs and construction oversight services, which have yet to be fully determined. Pending City Council support, the Scouts and Seniors hope to be ready for construction by the beginning of 2019.
