Recommended Action

RECOMMENDATION: 

Staff recommends that City Council adopt Ordinance No. 17-0016.

 

FISCAL IMPLICATIONS:

There are no fiscal implication associated with adopting informal bidding procedures, although there are potential future savings in project implementation.

 

BACKGROUND:

On July 18, 2017, the City Council introduced Ordinance No. 17-0016 (Attachment 1).  The ordinance, once adopted, authorizes the City to utilize the alternative bidding procedures outlined in the UPCCAA when implementing public projects as defined in Public Contract Code § 22000 - 22045. This will allow staff to expedite implementation of smaller capital and repair projects, thereby saving time, money and resources.


PUBLIC OUTREACH/INTEREST:

The Ordinance was considered at two duly noticed public meetings.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has approved the ordinance as to form.
