Recommended Action
RECOMMENDATION:
It is recommended that the City Council adopt by Resolution the attached Side Letter Agreement with the Manhattan Beach Officers' Association (MBPOA) modifying Article 12(d) Special Pays - Dog Handler Pay of the Memorandum of Understanding (MOU). The City Council adoption will authorize the City Manager to execute the Side Letter Agreement and take appropriate actions necessary to carry out the terms of the Side Letter Agreement.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.

BACKGROUND:
Council adopted the MBPOA MOU on December 15, 2015 for a term of January 1, 2016 through December 18, 2018. The MOU contains a provision requiring police officers designated as Dog Handler to live within 30 miles of the City.

DISCUSSION:
The MBPOA is requesting to change the requirement that Dog Handlers (K-9) must live within 30 miles and increase the maximum distance to 50 miles. It is beneficial for K-9 officers to live in residences with backyards to provide appropriate space for the handlers to care for their dogs. Due to the rising cost of housing in the local areas surrounding Manhattan Beach, it is harder to find reasonable and affordable homes to purchase or rent that have sufficient yard space. K-9 officers should have an opportunity to live in residences with enough space to properly care for our K-9s.
