Recommended Action

RECOMMENDATION:

 

Staff recommends that City Council adopt a Resolution approving the following:

 

1.                     Authorize the City Manager to execute a contract for $157,845.40 with Alfaro Communication Construction Inc for the Parkview Avenue Sidewalk and Access Ramp Improvements Project (Attachments 1 and 4);

2.                     Authorize the City Manager to approve a contingency for $15,785.00 (10%) for additional work, if necessary.

3.                     Approve the plans and specifications for the Parkview Avenue Sidewalk and Access Ramp Improvements Project. (Attachment 5: Web-link provided)

FISCAL IMPLICATIONS:

 

$237,000 was budgeted for this project under two separate Capital Improvement Project sources, which include:

 

1)                     $129,610 from the Parkview Avenue Sidewalk Improvements Project

2)                     $107,390 from the Annual Curb, Gutter and Ramp Replacement Project

 

The project expenditure details, which include previously expended funds for design, bidding and the upcoming construction/inspection phase, are provided in the Budget and Expenditure summary report (Attachment 2).

 

BACKGROUND:

This project (Attachment 3) was presented and approved by City Council with the FY2016-2017 Capital Improvement Plan budget.  Design services were secured in October, 2016 and completed this past spring (2017).

 

As planned, this project will connect the north side of Parkview Avenue between Marriot Drive and Market Place by installing approximately 500 feet of new sidewalk that will provide an accessible pathway between the hotel and a commercial development property to the east. The project also includes:

 

                     Installation of four new curb ramps along the proposed pathway

                     Reconstruction of three existing curb ramps within the adjoining path of travel to meet current Americans with Disability (ADA) standards

                     Miscellaneous curb and gutter replacements. 

                     Removal and replacement of existing trees in the proposed sidewalk path

                     Irrigation and landscape restoration beyond the proposed sidewalk on the north side of Parkview Avenue, including replacement trees and hedges

                     Relocation of existing private directional signs

 

The construction work is anticipated to be completed in approximately six weeks barring any unforeseen conditions.

 

Adjacent property owners agree that installation of the sidewalk and access ramps will improve pedestrian accessibility and safety based current foot traffic patterns observed   between the commercial area on Market Place and other businesses and residents Parkview Avenue.  Therefore, a pedestrian access easement was granted by property owners Comstock Homes and Continental Development for the proposed work because the City lacked sufficient right-of-way for its installation.  A temporary construction access agreement by the property owners allow for the construction to take place.  Once the construction is completed, a record of the pedestrian access easement will be processed as part of the project completion acceptance by the City Council.


DISCUSSION:

The Parkview Avenue Sidewalk and Access Ramp Improvements Project was advertised for bids in the Beach Reporter, the City’s publisher of record, and several standard construction industry publications, including the Dodge Green Sheet, Reed Construction Data, and Associated General Contractors of America.  Two bids were received and opened on May 18, 2017.  The bid results are as follows:

Kalban Inc., Santa Clarita, CA - $200,275.00

 

Alfaro Communication Construction’s bid proposal was reviewed by the Public Works Department and found to be responsive. Staff reviewed Alfaro Communication Construction’s contractor’s license and found it to be in order. Additionally, references indicate Alfaro Communication Construction Inc. has the knowledge and capability to complete the work in a timely and acceptable manner.

 

Staff recommends that City Council authorize the City Manager to execute construction contract with Alfaro Communication Construction Inc for $157,845.40 and approve any change orders up to $15,785 (10% of construction contract cost) for additional work resulting from unforeseen conditions. The contingency amount is prudent due to the possibility of encountering unknown landscaping irrigation issues, buried structures or unfavorable soil conditions.


POLICY ALTERNATIVES:
Do not approve the construction contract for the Parkview Avenue Sidewalk and Access Ramp Improvements Project.

 

PROS:
The allocated capital improvement project funds will not be expended nor will the public be inconvenienced by the construction in the area.

 

CONS:
The pedestrians may continue to walk on the landscaped area behind the curb or within the roadway instead of taking a rather circuitous pathway to get to their preferred destination.  The elderly and disabled community may be limited in their ability to access the adjacent commercial facilities. 

 

PUBLIC OUTREACH/INTEREST:
Input from adjacent property representatives and community members were engaged as part of development of the project. If City Council approves the construction contract award, outreach to the surrounding commercial and property establishments will occur prior to and during construction.

ENVIRONMENTAL REVIEW
The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15301, Class 1(c). A Notice of Exemption has been filed with the Los Angeles County Clerk’s office for the project. 


LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
