Recommended Action

RECOMMENDATION:

Staff recommends that the City Council re-appoint Joe Ahn to serve as a Manhattan Beach representative to the South Bay Workforce Investment Board (SBWIB) for the term of July 1, 2017, to June 30, 2021.

BACKGROUND:

The South Bay Workforce Investment Board administers and delivers services pursuant to the Workforce Innovation and Opportunity Act of 2014 to residents of Carson, El Segundo, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Gardena, Lomita, Torrance, Redondo Beach, and Manhattan Beach.  Manhattan Beach has had representatives on the board since February 2000.

 

Based upon the composition of the SBWIB, the City of Manhattan Beach holds one (1) private sector business seat currently held by Joe Ahn, which will become vacant as of

June 30, 2017.

 

Pursuant to the legislative mandates outlined in the Workforce Innovation and Opportunity Act (WIOA) of 2014, Private Sector Members of the South Bay Workforce Investment Board of Directors must be appointed from among individuals nominated by local business organizations or business trade associations. The SBWIB consults the Manhattan Beach Chamber of Commerce as the local business organization to nominate a private sector member. Nominees are then appointed by the City Council of participating cities and ratified by the Mayor and City Council of Inglewood (the South Bay Workforce Investment Area Chief Local Elected Official). 

 

DISCUSSION:

At the request of the South Bay Workforce Investment Board, the Manhattan Beach Chamber of Commerce Board of Directors unanimously voted to nominate Joe Ahn for re-appointment on April 26, 2017.

 

Joe Ahn is the Division Manager of Government Relations and Public Affairs at Northrop Grumman and has served on the South Bay Workforce Investment Board the past four years.

 

If the City Council approves the request from the Chamber of Commerce to re-appoint Joe Ahn to the South Bay Workforce Investment Board, the re-appointment will be presented to the City of Inglewood City Council for ratification.  The City of Inglewood is designated as the Administrative Entity for the South Bay Workforce Investment Board. Amendment No. 7 to Joint Powers Agreement No. 83-100 governs the SBWIB and establishes term lengths on the board.

 

CONCLUSION:

Staff recommends that the City Council re-appoint Joe Ahn to serve as a Manhattan Beach representative to the South Bay Workforce Investment Board (SBWIB) for the term of July 1, 2017, to June 30, 2021. In addition, staff has attached a letter to be sent to the City of Inglewood affirming the City Council’s re-appointment of Joe Ahn.

 

PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
