Recommended Action

RECOMMENDATION:

Staff recommends that City Council:

 

1.                     Approve a Resolution authorizing enrollment in CalWARN;

2.                     Authorize the City Manager to sign the 2007 Omnibus Mutual Assistance Agreement;

3.                     Appoint the Public Works Director or assigned designee as the Representative Emergency Contact.


FISCAL IMPLICATIONS:

There is no fiscal implications to join CalWARN. Should the City utilize resources of a participating agency during times of local emergency, the City would reimburse the lending agency for payroll and/or expenses. Conversely, if City resources were used, the City would be reimbursed.

 

BACKGROUND:

The mission of the California Water/Wastewater Agency Response Network (CalWARN) is to support and promote statewide emergency preparedness, disaster response, and mutual assistance matter for public and private water and wastewater utilities. Cal-WARN functions in coordination with the State Office of Emergency Services (OES), and is organized along with geographical lines established by OES. There are six regions statewide. Cal-WARN has been established for over 15 years, with over 80 agencies enrolled in the Southern Region.


DISCUSSION:

Much like public safety mutual aid programs, members of CalWARN enter into a no-cost, omnibus mutual assistance agreement, which outlines a process for sharing emergency resources and providing mutual assistance to one another in times of emergency. There is no mandated obligation to respond to emergency calls for assistance from other agencies, but those who do respond to mutual aid requests are reimbursed by the requesting agency through CalWARN’s established rates and procedures.  The CalWARN mutual assistance program is also consistent with the Standardized Emergency Management System (SEMS), the National Incident Management Systems (NIMS) and other statewide mutual aid programs, and the program meets Department of Homeland Security Federal Emergency Management Agency (DHS FEMA) mutual aid requirements for reimbursement consideration. 

Because the City of Manhattan Beach owns and operates both water and wastewater systems, staff believes that it is beneficial for the City to join CalWARN.  CalWARN provides the City a secondary level of insurance so that, during an emergency, the depth of resources we may need to fully and quickly recover will be immediately available. 

Some local members of CalWARN include the Cities of Los Angeles, Beverly Hills, El Segundo, Long Beach and Pasadena, as well as Golden State Water Company, the Metropolitan Water District and the Sanitation Districts of Los Angeles County.  Staff recommends that City Council adopt the attached resolution and authorize the City to join CalWARN. 


POLICY ALTERNATIVES:

Do not authorize the City Manager to sign the 2007 Omnibus Mutual Assistance Agreement.

 

                     PROS:

                     The City would not be asked to use its own staff and/or resources to assist in local disasters.

 

                     CONS:

                     The City would not be able to participate in the Cal-WARN program and utilize this mutual aid assistance should a disaster strike the city.


PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.

Not applicable.


LEGAL REVIEW
The City Attorney has reviewed and approved the proposed agreement as to form.
