Recommended Action

RECOMMENDATION:

Per Municipal Code Section 4.48.090, staff recommends that the City Council approve the request from the Manhattan Beach Rotary Club (“Rotary Club”) for a special permit for limited alcoholic beverage use on public property for its event on June 16, 2017 at the Joslyn Center.

FISCAL IMPLICATIONS:

No fiscal implications are associated with this item. All room rental and staffing fees will be paid by the applicants.

 

BACKGROUND:

On July 7, 2015, the City Council adopted Ordinance No. 15-0013, amending Municipal Code Section 4.48.090 regarding limited alcoholic beverage use on public property.

Section 4.48.090 states:

 

“Notwithstanding the other prohibitions of this chapter, after considering the recommendation of the Chief of Police, the City Council may grant special permits for the sale or consumption of wine or beer at special functions or activities in a park or other public place if there is a public benefit to the community. Any such permit shall also be subject to the requirements of the California Department of Alcoholic Beverage Control. For purposes of this section, public place includes the Manhattan Beach Pier but excludes the remainder of the public beach.”

 

DISCUSSION:

Per Ordinance No. 15-0013, the City Council may grant special permits for events on public property seeking to serve and consume alcoholic beverages. The Rotary Club has applied for a permit to serve alcohol at an event on June 16, 2017 at the Joslyn Center.  The Rotary Club has requested to hold its change of leadership event for its outgoing president at the Joslyn Center due to the unavailability of its usual meeting location.

 

The Rotary Club takes responsible action to address problems of public safety, develop activities to benefit the aged, as well as scholarships to deserving high school and college students.  In cooperation with other organizations such as homeowners associations, Chambers of Commerce, Community Councils, YMCA, religious organizations, etc., the Rotary Club undertakes community projects to improve the quality of life for people of all ages and from all walks of life.

CONCLUSION:

Staff recommends that the City Council approve the request from Manhattan Beach Rotary Club for a special permit for limited alcoholic beverage use on public property for its event on June 16, 2017 at the Joslyn Center.
