Recommended Action
RECOMMENDATION:
Staff recommends that City Council adopt a Resolution approving the following:
1. Award a construction contract to Palp Inc. (dba Excel Paving Company (Excel)) for $1,156,427.35, approve the plans and specifications, and authorize the City Manager to execute the contract for the following projects (Attachment 1 and 4; and Attachment 5: Web-link provided):
a. Resurfacing Manhattan Beach Boulevard between Sepulveda Boulevard and Aviation Boulevard
b. Traffic Signal Modification at the Target Store Driveway
c. Extension of the Existing Raised Median to Aviation Boulevard fronting the Trader Joe’s Shopping Center
d. Resurfacing of Redondo Avenue, 10th Street, 11th Street and Oak Avenue
2. Authorize the City Manager to approve additional work, if necessary for $92,515 (8%).

FISCAL IMPLICATIONS:
A total of $1,291,417 is available for this project in the Capital Improvement Plan. The Budget and Expenditure summary report is provided in Attachment 2.
BACKGROUND:
Manhattan Beach Boulevard is a major east-west thoroughfare through the City. Most of the street between Aviation Blvd. and the Pier generally includes two vehicular travel lanes and one parking lane in each direction. The majority of the segment between Aviation Blvd. and Sepulveda Blvd. is separated by a raised landscaped median.
Manhattan Beach Boulevard was last resurfaced in 1994. Since that time, it has received several slurry overlays. While slurry seals help extend the life of pavement, additional street resurfacing work is needed on average every 25 years. The pavement is clearly showing varying levels of distress and is now in need of resurfacing in order to protect the base from degrading. Similarly, the pavement along several other roadway segments are in need of resurfacing, including:
• Redondo Avenue between Manhattan Beach Boulevard and 11th Street;
• 10th Street between Peck Avenue and Herrin Avenue;
• 11th Street between Peck Avenue and Redondo Avenue; and,
• Oak Avenue between Rosecrans Avenue and 35th Street.
As part of this work, deteriorated curbs, gutters, drainage spandrels and curb ramps will be addressed to meet current required standards, including Americans with Disabilities Act (ADA) upgrades. New pavement striping, markings and traffic signal detection loops will also be installed.
Additionally, the project calls for extending the center island eastward between Harkness Street and Aviation Blvd. Currently, vehicles traveling eastbound on Manhattan Beach Boulevard disregard the existing double-striped markings (i.e., painted median) and posted turn prohibitions to turn into the Trader Joes driveway and the gas station on the north side of the roadway. Due to how close this movement is to a major intersection, it creates a significant risk for drivers. Installation of the raised median physical barrier will eliminate this illegal turn movement.
Lastly, there is currently no pedestrian crossing along Manhattan Beach Boulevard between Sepulveda Boulevard and Meadows Avenue (approximately 1,250 feet). Installation of a signalized crosswalk at the existing Target Driveway traffic signal will improve pedestrian safety and connectivity to Target as a major pedestrian destination. The work will also improve public safety by upgrading existing signal equipment to current standards that would provide better visual recognition and driver awareness of pedestrians.
DISCUSSION:
The following project list was advertised for bids in the Beach Reporter, the City’s publisher of record, and several standard construction industry publications, including the Dodge Green Sheet, Reed Construction Data, and Associated General Contractors of America:
a. Resurfacing Manhattan Beach Boulevard between Sepulveda Boulevard and Aviation Boulevard
b. Traffic Signal Modification at the Target Store Driveway
c. Extension of the Existing Raised Median to Aviation Boulevard fronting the Trader Joe’s Shopping Center
d. Resurfacing of Redondo Avenue, 10th Street, 11th Street and Oak Avenue
Four bids were received and opened on April 20, 2017. The bid results are as follows:

Excel’s bid proposal was reviewed by the Public Works Department and found to be responsive. Staff reviewed Excel’s contractor’s license and found it to be in order. Additionally, references indicate Excel has the knowledge and capability to complete the work in a timely and acceptable manner.
Therefore, staff recommends that City Council authorize the City Manager to 1) execute a construction contract with Excel paving for $1,156,427.35 and 2) approve change orders for up to $92,515 (8% of contract cost) for additional work resulting from unforeseen conditions.
POLICY ALTERNATIVES:
Do not approve the construction contract for the projects listed above.
PROS:
Capital Improvement Program funds will not be expended and the public will not be inconvenienced by construction in the area.
CONS:
The proposed improvements will still be necessary and, if they are not constructed, it is likely that continued pavement deterioration will cost the City significantly more to rehabilitate in the future.
PUBLIC OUTREACH/INTEREST:
City staff has already contacted the managers at the Target Shopping Center, Trader Joe’s Shopping Center and McDonald’s. They completely understand the need and merits of the project. If City Council approves the construction contract award, additional outreach with local business owners, residents, schools, commuters and emergency responders will occur prior to and during construction.
ENVIRONMENTAL REVIEW
The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15301, Class 1(c). A Notice of Exemption has been filed with the Los Angeles County Clerk’s office for the project.
LEGAL REVIEW
The City Attorney has approved as to form the standard public construction contract.
