Recommended Action

RECOMMENDATION:

Staff recommends that the City Council appoint to the following City Boards and Commissions vacancies:

                     Cultural Arts Commission - 3 Seats

(1 Member-at-Large, 1 Artist, 1 Student Representative)

                     Library Commission - 2 Seats

(1 Member-at-Large, 1 Student Representative)

                     Parks and Recreation Commission - 3 Seats

(1 Member-at-Large, 1 Manhattan Beach Unified School District Nominee, 1 Student Representative)

                     Parking and Public Improvements Commission - 3 Seats

(2 Members-at-Large, 1 Business Community Member)

                     Planning Commission - 3 Seats

(3 Members-at-Large).

Body
Included in the staff report is the list of interested applicants to date. However, additional applicants may apply to the City’s Boards and Commissions from the time the agenda packet is distributed to the application deadline, which is currently set for May 1, 2017 at 12:00 PM. Therefore, a supplemental document will be distributed prior to the interviews if the City receives additional applications.

 

 


FISCAL IMPLICATIONS:

No fiscal implications associated with the recommended action.

 

BACKGROUND:

In preparation for the upcoming Boards and Commissions appointments, the City Clerk’s Office and staff liaisons have been in contact with current commissioners regarding upcoming vacancies.

 

In addition, the City Clerk’s office placed advertisements in the March 9, 2017, April 13, 2017, and April 20, 2017 editions of the Beach Reporter, posted notices on the City’s website (www.citymb.info), the City’s posting boards, placed a home page slide on the City’s website, posted on the City’s Facebook and Twitter pages seven times each, and e-notifications were sent asking community members to apply for upcoming vacancies on the City’s Boards and Commissions.

 

Historic Preservation Commission and Board of Building Appeals:

Based on City Council direction at the April 18, 2017 City Council meeting, appointments to the Historic Preservation Commission and Board of Building Appeals has been postponed until City Council discussion at the June 20, 2017 City Council meeting.


DISCUSSION:

 

Cultural Arts Commission:

The Cultural Arts Commission is responsible for the continued development and implementation of the master plan for cultural arts in the City, encouraging and supporting art education programs in the community and schools, visual and performing arts and Art in Public Places. Pending City Council approval of Resolution No. 17-0059 at the May 2, 2017 Adjourned City Council Meeting, the Commission will consist of six (6) members: four (4) members selected at-large, one (1) member selected as an artist representative, and one (1) student representative. The Commission meets the 3rd Monday of every month at 6:00 PM.

 

Seat No. 1 - Art Experience

Seat No. 1 is a seat required to have art experience currently held by Jaqueline May who is eligible for re-appointment and submitted an application for re-appointment.

Seat No. 5 - Member-at-Large

Seat No. 5 is a Member-at-Large seat currently occupied by Interim Cultural Arts Commissioner Elisse Friedman. Commissioner Friedman’s term will expire on June 30, 2017.

Seat No. 6 - Student Representative Seat

Library Commission:

The Library Commission serves in an advisory capacity to the City Council regarding library services provided by the Los Angeles County Library System to the citizens of Manhattan Beach. This Commission also serves as a liaison between the County, City and public/private community groups supportive of library services. Pending City Council approval of Resolution No. 17-0059 at the May 2, 2017 Adjourned City Council Meeting, the Commission will consist of six (6) members who meet the 2nd Monday of each month at 6:00 PM.

 

Seat No. 4 - Member-at-Large

Seat No. 4 is a Member-at-Large seat currently vacant and previously held by Cheryl Cleamons.

Parks and Recreation Commission:

The Parks and Recreation Commission serves in an advisory capacity to the City Council regarding the recreational needs of all citizens, and promotes supervised public recreation within the City. The Commission consists of seven (7) members: five (5) at large members, one (1) representative from the Manhattan Beach Unified School District and one (1) student representative. The Commission meets the 4th Monday of every month at 6:00 PM.

 

Seat No. 2 - Manhattan Beach Unified School District Nominee

Seat No. 2 is a seat nominated by the Manhattan Beach Unified School District currently held by Kathleen Paralusz. Commissioner Paralusz’s term will expire on May 31, 2017 and has indicated she will not apply for re-appointment to this specific seat but has applied for Seat No. 3 discussed below. At the time of the printing of this report, the Manhattan Beach Unified School Board has not nominated a new individual. City Council is required to ratify the appointment to Seat No. 2 for a three-year term (June 1, 2017 - May 31, 2020). The ratification of this seat will return on a future City Council meeting agenda for consideration.

 

Seat No. 3 - Member-at-Large

Seat No. 3 is a Member-at-Large seat held by Janet Jones. Commissioner Jones’s term will expire on May 31, 2017. She has applied and is eligible for re-appointment.

Parking and Public Improvements Commission:

The Parking and Public Improvements Commission (PPIC) makes recommendations to the City Council on public parking issues, capital improvement projects, traffic management and activities within the public right-of-way including encroachment permits. The Commission consists of five (5) members: three (3) Member-at-Large seats and two (2) seats representing the Business Community. The Member-at-Large seats are available to any member of the community, while the Business Community representatives must be owners, employees or officers of businesses located and operating within the City. The Commission meets on the 4th Thursday of every month at 6:00 PM.

 

Seat No. 1 and No. 3 - Members-at-Large

Seat No. 1 is a Member-at-Large seat held by Kyle King. Commissioner King’s term will expire on May 31, 2017. Commissioner King has informed staff that he is not seeking re-appointment.

 

Seat No. 3 is a Member-at-Large seat held by Stewart Fournier. Commissioner Fournier’s term will expire on May 31, 2017 and is not eligible for re-appointment due to term limits.

Planning Commission:

Pursuant to California Planning and Zoning Law and the California Environmental Quality Act (CEQA), the Planning Commission considers land use applications such as use permits, variances, planned development permits, CEQA, and appeals of certain decisions made by the Directors of Community Development, and recommends to the City Council zone changes, code amendments, and modifications to long-range planning documents, including but not limited to the City’s General Plan and Local Coastal Plan. It is the only existing Commission that makes official determinations. Planning Commission decisions may be appealed to the City Council. The Commission consists of five (5) Member-at-Large seats and meets on the 2nd and 4th Wednesdays of each month at 6:00 PM in the City Council Chambers.

 

Seat No. 3, No. 4, and No. 5 - Members-at-Large

Seat No. 3 is a Member-at-Large seat held by Chris Conaway. Commissioner Conaway’s term will expire on May 31, 2017 and is not eligible for re-appointment due to term limits.

 

Seat No. 4 is a Member-at-Large seat currently vacant due to Councilmember Hersman’s election to City Council.

 

Seat No. 5 is a Member-at-Large seat held by Penny Bordokas. Commissioner Bordokas’s term will expire on May 31, 2017 and she has indicated she is not seeking re-appointment.

PUBLIC OUTREACH/INTEREST:
The City Clerk’s office conducted extensive outreach regarding the vacant Boards and Commissions seats by placing advertisements in the March 9, 2017 and April 13, 2017 editions of the Beach Reporter. Additionally, the City Clerk’s office placed advertisements on the display boards at City Hall, notices on the City’s website, a homepage slide on the City’s website, and postings on the City’s Facebook and Twitter pages multiples times.

 

On Tuesday, April 18, 2017, City Council directed the City Clerk’s office to extend the application deadline from April 17, 2017 to May 1, 2017. Thereafter, the City Clerk’s office conducted additional outreach by placing an ad in the April 20, 2017 edition of the Beach Reporter. The application deadline extension notice was posted on the display boards at City Hall, posted to the City’s website, and posted on the City’s Facebook and Twitter pages multiples times once again.

 

 


ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
