Recommended Action

RECOMMENDATION:

Adopt Resolution No. 17-0058 repealing Resolution No. 16-0032 to return to the City’s prior practice of interviewing, appointing, and voting for Commissioners, Board Members and Committee Members.

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

At the April 20, 2016 City Council Meeting, the City Council adopted Resolution No. 16-0032 to change the interview, appointment and voting process for City Boards, Commissions and Committees.


DISCUSSION:

At the April 18, 2017 City Council meeting, City Council directed staff to bring back a resolution for its consideration to repeal the interview process modified by Resolution No. 16-0032. Prior to 2016, the City Council has used a “one-on-one” process to interview board and commission candidates, and the Council would like to return to that format. Repealing Resolution No. 16-0032 allows the City Council to return to that practice, and provides greater flexibility to change the process in the future.


ENVIRONMENTAL REVIEW

Repealing Resolution No. 16-0032 is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed the Resolution.
