RECOMMENDATION:
Staff recommends that City Council:
1. Adopt a Resolution authorizing the City Manager to execute a contract for $105,541.16 with Wright Construction Engineering Corporation for the Laurel Avenue Storm Drain Catch Basin Replacement Project (Attachment 1 and 4);
2. Authorize the City Manager to approve any unforeseen additional work in an amount not to exceed $21,110; and
3. Approve the plans and specifications for the Laurel Avenue Storm Drain Catch Basin Replacement Project. (Attachment 5: Web-link provided)

FISCAL IMPLICATIONS:
There are sufficient funds programmed in the Capital Improvement Budget to construct the project. The Budget and Expenditure summary report is provided in Attachment 2.
BACKGROUND:
The catch basin located at 2916 Laurel Avenue is the central low point of a neighborhood area that captures rainfall and storm water runoff from an approximately 18-acre watershed. During typical rainfall events, the catch basin can effectively capture the volume of runoff produced by the storm. However, during significant rain events (e.g., 25 or 50 year storms), the catch basin cannot convey the runoff quickly enough to prevent overflow. Ponding becomes widespread in the street and spills over into adjacent residential properties where it inundates their lower level backyards and causes damage. The catch basin is undersized based on the current Los Angeles County Flood Control District (LACFCD) 50-year design storm standard. Even during less heavy rain events, storm runoff frequently ponds around this catch basin and impedes traffic flow on Laurel Avenue.
This project will increase the catch basin’s inlet size, width and depth, as well as adjust the connecting storm drain pipe slope to efficiently convey storm water and runoff into the City’s storm drain network. And by constructing an inlet to meet the 50-year storm design standard, the potential for negative impacts to residential property can be significantly reduced or eliminated.
DISCUSSION:
The Laurel Avenue Storm Drain Catch Basin Replacement Project was advertised for bids in the Beach Reporter, the City’s publisher of record, and several standard construction industry publications, including the Dodge Green Sheet, Reed Construction Data, and Associated General Contractors of America. Eight (8) bids were received and opened on March 9, 2017. The bid results are as follows:

Wright Construction Engineering Corporation was the low bidder. However, the company made a mathematical error in one of its bid items. Correction of the error reduced its submitted bid of $106,541.16 to $105,541.16. The unit bid price was correctly stated, but there was a multiplication error in calculating the subtotal for that line item. Staff has determined that this error can be considered a minor irregularity that can be waived. Wright Construction Engineering Corporation’s bid proposal was reviewed by the Public Works Department and found to be responsive.
Staff also reviewed Wright Construction Engineering Corporation’s contractor’s license and found it to be in order. Additionally, references indicate Wright Construction Engineering Corporation has the knowledge and capability to complete the work in a timely and acceptable manner.
It is recommended that the City Council adopt the attached resolution authorizing the City Manager execute a contract with Wright Construction Engineering Corporation and approve change orders, in an amount not-to-exceed $21,110 (up to 20% of contract cost) for additional work resulting from unforeseen conditions when dealing with underground construction. The higher contingency amount is necessary as the project requires working around several underground obstacles and features in the general vicinity, including existing underground utilities, private property improvements such as garden walls & footings, landscaped yards, vehicle parking areas, and the need to relocate an existing waterline.
The work is estimated to take approximately two months to complete.
POLICY ALTERNATIVES:
Do not approve the construction contract for the Laurel Avenue Storm Drain Catch Basin Replacement Project.
PROS:
Capital Improvement Program funds will not be expended and the public will not be inconvenienced by construction in the area.
CONS:
The existing drainage and flooding problems in the area will remain if the proposed improvements are not constructed and have the potential to cause property damage.
PUBLIC OUTREACH/INTEREST:
Staff will maintain regular communication with the adjacent property owners to keep them abreast of the project schedule and impacts during construction.
ENVIRONMENTAL REVIEW:
The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15304 (e), “Minor Alterations to Land”. No permanent environmental effects are anticipated, thus, no further environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
