Recommended Action

RECOMMENDATION:

Staff recommends that City Council adopt a Resolution approving the following:

 

1.                     Authorize the City Manager to execute a contract in the amount of $313,544 with Alfaro Communication Construction Inc. for the Highland Avenue at 38th Street and Rosecrans Avenue at Highland Avenue Street Improvement Project   (Attachment 1 and 4);

 

2.                     Authorize the City Manager to approve additional work, if necessary, in an amount not-to-exceed $31,400 (10%).

 

3.                     Approve the plans and specifications for the Highland Avenue at 38th Street and Rosecrans Avenue at Highland Avenue Street Improvement Project. (Attachment 5: Web-link provided)

FISCAL IMPLICATIONS:

There are sufficient funds programmed in the Capital Improvement Budget to construct the project.  The Budget and Expenditure summary report is provided in Attachment 2.

 

 

BACKGROUND:

This project’s design (Attachment 3A) was presented and approved by City Council on February 7, 2017. In summary, this project will provide a protected pedestrian crossing north of Rosecrans Avenue as a solution to the ongoing pedestrian safety issues at Highland and 38th Street intersection. To facilitate safe pedestrian access, the project will construct the following:

 

                     A high visibility crosswalk with pedestrian activated flashing beacons;

                     In-pavement lighting;

                     A landscaped center median with median refuge for pedestrians;

                     New pedestrian ramps on all corners; and

                     Overhead intersection street lighting. 

 

The median along Rosecrans Avenue just east of Highland Avenue will also be modified to create space for an eastbound Class 2 Bike Way (striped bike lane) between Highland Avenue and Alma Avenue, where it will connect with an existing Class 2 bikeway.  Installing this short missing Bike Way segment will then create a continuous Class 2 Bikeway from Highland Avenue to Sepulveda Boulevard.


DISCUSSION:

The Highland Avenue/38th Street and Rosecrans Ave./Highland Avenue Street Improvement Project was advertised for bids in the Beach Reporter, the City’s publisher of record, and several standard construction industry publications, including the Dodge Green Sheet, Reed Construction Data, and Associated General Contractors of America.  3 bids were received and opened on March 1, 2017.  The bid results are as follows:

Alfaro Communication Construction Inc. made a mathematical error in one of their bid items. Correction of the error reduced their submitted bid of $324,344 to $313,544.  The unit bid price was correctly stated, but there was a multiplication error in calculating the subtotal for that line item. Staff has determined that this error can be considered a minor irregularity that can be waived. Alfaro Communication Construction Inc.’s bid proposal was reviewed by the Public Works Department and found to be responsive. 

 

Staff reviewed Alfaro Communication Construction Inc. contractor’s license and found it to be in order.  Additionally, references indicate Alfaro Communication Construction Inc. has the knowledge and capability to complete the work in a timely and acceptable manner.

 

It is therefore recommended that City Council authorize the City Manager enter into an agreement with Alfaro Communications Construction and approve change orders in an amount not-to-exceed $31,400 (10% of contract cost) for additional work resulting from unforeseen conditions when dealing with underground construction.

 

POLICY ALTERNATIVES:
Do not approve the construction contract for the Highland Avenue/38th Street and Rosecrans Ave./Highland Ave. Street Improvement Project.

 

PROS:
Capital Improvement Program funds will not be expended and the public will not be inconvenienced by construction in the area.

 

CONS:
Pedestrians in the area will remain exposed to vehicular traffic if the proposed improvements are not constructed.


PUBLIC OUTREACH/INTEREST:

City staff has presented this project to the North Manhattan Beach Business Improvement District Advisory Board and coordinated with the South Bay Bicycle Coalition.  If City Council approves the construction contract award, further outreach with these entities as well as with the local business owners, residents and commuters will occur prior to and during construction.

ENVIRONMENTAL REVIEW

The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15304 (e), “Minor Alterations to Land”. No permanent environmental effects are anticipated thus, no further environmental review is necessary.


LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
