Recommended Action
RECOMMENDATION:
Staff recommends that City Council adopt a Resolution approving the following:

1. Authorize the City Manager to execute a contract in the amount of $313,544 with Alfaro Communication Construction Inc. for the Highland Avenue at 38th Street and Rosecrans Avenue at Highland Avenue Street Improvement Project (Attachment 1 and 4);

2. Authorize the City Manager to approve additional work, if necessary, in an amount not-to-exceed $31,400 (10%).

3. Approve the plans and specifications for the Highland Avenue at 38th Street and Rosecrans Avenue at Highland Avenue Street Improvement Project. (Attachment 5: Web-link provided)

FISCAL IMPLICATIONS:
There are sufficient funds programmed in the Capital Improvement Budget to construct the project. The Budget and Expenditure summary report is provided in Attachment 2.


BACKGROUND:
This project's design (Attachment 3A) was presented and approved by City Council on February 7, 2017. In summary, this project will provide a protected pedestrian crossing north of Rosecrans Avenue as a solution to the ongoing pedestrian safety issues at Highland and 38th Street intersection. To facilitate safe pedestrian access, the project will construct the following:

* A high visibility crosswalk with pedestrian activated flashing beacons;
