Recommended Action
RECOMMENDATION:
Staff recommends the City Council renew a five-year fire apparatus and equipment loan agreement between the Cities of El Segundo, Hermosa Beach, Redondo Beach, and Manhattan Beach.

FISCAL IMPLICATIONS:
This agreement helps contain costs associated with having to expedite repairs and reduces the need to maintain a larger cache of resources to replace out-of-service emergency fire equipment and apparatus.

BACKGROUND:
The South Bay Cities have had written agreements to loan emergency fire vehicles and equipment since 2004. This and our other mutual and automatic aid agreements have helped the City and the other partner fire departments maintain operational readiness and enable us to provide continued high levels of customer service in our city. The renewal agreement formalizes this practice and has proven valuable to us as a loaner and borrower.

DISCUSSION:
There have been occasions when the City's fire department experienced circumstances due to mechanical failures, accidents, and other unexpected problems we exercised the provisions of the apparatus and equipment loan agreement. The City recently borrowed a Hermosa Beach ambulance to staff during this year's Six-Man volleyball tournament. Also, last year during a major brush fire, we loaned Redondo Beach one of our fire engines. This allowed Redondo Beach Fire Department to provide one of their frontline fire units so Area G could deploy a Strike Team.
