RECOMMENDATION:
Staff recommends that the City Council receive this report and presentation from the Gas Company regarding advanced meter installations.

FISCAL IMPLICATIONS:
There will be no cost borne by the City. The Southern California Gas Company (SoCalGas) will be performing the installations.

BACKGROUND:
In 2010, the California Public Utilities Commission (CPUC) authorized $1.05 billion to upgrade approximately 6 million existing natural gas meters with a communication device by 2017. The Advanced Meter Installations Project will install new devices on the existing gas meters that read and transmit hourly gas usage information securely and wirelessly on a daily basis. This will provide more frequent and detailed information to help customers better manage energy use and costs.

DISCUSSION:
Gas usage will still be recorded in the traditional manner. The device does not change the function of the gas meter, only the method in which the information is communicated. The device is battery-powered and data is transmitted 4 times a day with the total "on" time being less than 2 minutes per year. Consumers will have the ability to access their account information in a variety of different ways such as online, call-in, on mobile devices and traditional paper.

The devices transmit data to antennas mounted on poles 28 feet or higher. Most of the antennas will be mounted on existing street light or utility poles.
