Recommended Action
RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction to Voting Delegate Mayor Lesser for the two proposed resolutions being considered at the Annual League of California Cities (LOCC) Conference, Annual Business Meeting in Sacramento on September 20, 2013.

BACKGROUND:
The League of California Cities is an association of California city officials who work together to enrich and exchange knowledge, skills and resources to strengthen local city government. The League of California Cities Annual Conference is scheduled for Wednesday, September 18th through Friday, September 20th, 2013 in Sacramento. At this conference, League members/voting delegates take action on conference resolutions at the Annual Business Meeting, scheduled for Friday, September 20, 2013, at noon. These resolutions help improve the quality and functionality of local city government. The League bylaws require that each city submit a vote through a representative voting delegate on proposed resolutions. Proposed resolutions are to be discussed amongst a City Council and positions are taken in advanced to provide the voting delegate with direction on how to vote on these resolutions.

DISCUSSION:
At the May 21, 2013, City Council Meeting, Mayor David Lesser was designated as the City's primary voting delegate, with Mayor Pro Tem Amy Howorth and Councilmember Wayne Powell as alternates (see Attachment 1).
