RECOMMENDATION:
Staff recommends that the City Council issue the attached report pursuant to Government Code Section 65858(d) and schedule a public hearing to consider extending the Interim Zoning Ordinance.

BACKGROUND:
On July 15, 2014, the City Council adopted a 45-day Interim Zoning Ordinance (IZO) #14-0011 prohibiting the conversion of any commercial use to a different commercial use classification in the downtown area of the City. On August 19, 2014, the City Council adopted Interim Zoning Ordinance #U14-0016, extending the IZO for an additional 10 months and 15 days. The current IZO is set to expire on July 15, 2015.

DISCUSSION:
Pursuant to Government Code Section 65858, ten days before the expiration of an interim ordinance, the City Council shall issue a written report describing the measures taken to alleviate the condition which led to the adoption of the ordinance. In order to comply with this section, the City has prepared the attached report.

Since the City is currently in the process of preparing a Downtown Specific Plan, staff recommends extending the Interim Zoning Ordinance. To consider this extension, a Public Hearing is required, and has been scheduled for the July 7, 2015 City Council meeting. If the City Council chooses not to extend the IZO, it will expire on July 15, 2015.
