RECOMMENDATION:
Staff recommends that the City Council adopt Ordinance No. 14-0005, amending Manhattan Beach Municipal Code Section 14.44.080 to regulate taxicab standing and parking.

BACKGROUND:
On July 1, 2014, the City Council introduced Ordinance 14-0005 to amend Municipal Code Section 14.44.080 to provide that: (1) taxicabs may not await employment at any place other than designated taxicab stands during the parking meter time limits established pursuant to the Municipal Code; and (2) the Chief of Police, in consultation with the City's Traffic Engineer, shall designate taxicab stands.
DISCUSSION:
The City Council considered revisions to Municipal Code Section 14.44.080 regulating taxicab stands and standing and parking on April 15, June 3, and July 1, 2014. After receiving input from all interested parties, the City Council introduced Ordinance 14-0005. Tonight, the City Council may consider second reading and adoption of Ordinance 14-0005.
CONCLUSION:
Staff recommends that the City Council adopt No. 14-0005, amending Manhattan Beach Municipal Code Section 14.44.080 to regulate taxicab standing and parking.
