Recommended Action
RECOMMENDATION:
Staff recommends that the City Council approve the donation of one surplus Ford F150 truck to the El Camino College Fire Academy.

FISCAL IMPLICATIONS:
This vehicle, which has been retired from City service, has an estimated market value of approximately $8,700.
 
DISCUSSION:
This Fire Department vehicle, a 2001 Ford F150 truck, was replaced last calendar year as part of the City's fleet replacement program. Build out of the new vehicle was recently completed. As a result, this vehicle has been removed from service and is ready to be auctioned for the best attainable value.
 
Staff has received a request from the El Camino College Fire Academy (Attachment #1) to donate this surplus vehicle for their use. In the past, the City has donated surplus property to this organization to support their training efforts.
 
In order to qualify for our entry level Firefighter testing and for our Paid Call Firefighter program, candidates must successfully complete a State certified fire academy prior to application. The majority of our newly hired employees come to us through this program.
 
Our used truck would be of great value to their operations replacing a non-working vehicle. The most recent donation, in April 2013, was a 1989 E-One Fire Engine. The City has also donated vehicles and equipment to other organizations, including Community Emergency Response Team, El Camino College Police Department, Manhattan Beach Unified School District and sister city Santa Rosalia, Mexico. These organizations are typically either another public agency or community organizations with limited funding sources, where our equipment has some value.
 
Municipal Code Section 2.36.180 requires that surplus property be disposed of for the best attainable value, which is typically obtained through public auction. However, because of the value and service El Camino College provides to the community, staff recommends that the City Council approve the donation of this vehicle to El Camino College Fire Academy. Staff has surveyed the market for a substantially similar used vehicle (make, model, age, mileage, etc.) and has determined the current value to be approximately $8,700, which the City will forego by donating to this organization.
 
If approved, the El Camino College Fire Academy will use the truck to support their operations.
