Recommended Action
RECOMMENDATION:
Staff recommends that City Council waive further reading and adopt Ordinance No. 14-0003, amending the Polystyrene Food Service Ware Ordinance (Ordinance No. 13-0009) to prohibit: (1) the distribution and sale of polystyrene straws, cup lids and utensils in connection with the preparation of prepared food; and (2) the retail sale of polystyrene food service ware and ice chests. In addition, the Ordinance would eliminate the exemption for the Manhattan Beach Unified School District.

FISCAL IMPLICATIONS:
The recommended action has limited fiscal impact upon the budget, but would require funds for community outreach. Staff time will also be incurred in meeting with stakeholders and conducting outreach.
BACKGROUND:
At the March 18, 2014 City Council meeting, City Council waived further reading and introduced Ordinance No. 14-0003 which would amend Title 5 of the Manhattan Beach Municipal Code as codified in Chapter 5.80.
CONCLUSION:
Staff recommends that City Council waive further reading and approve Ordinance No. 14-0003 to expand the prohibition on the distribution and sale of prepared food in polystyrene food service ware in the City of Manhattan Beach.
