RECOMMENDATION:
Staff recommends that City Council approve the Side Letter Agreement between the City of Manhattan Beach and the POA extending the trial period for the 3/12.5 + 10 work schedule for Patrol until September 19, 2014.

FISCAL IMPLICATIONS:
There are no fiscal implications with approving this side letter.

BACKGROUND:
The City and the POA entered into a Memorandum of Understanding (MOU) beginning on January 1, 2013 through December 31, 2015. As part of the MOU the City agreed to implement a 3/12.5 + 10 work schedule for officers assigned to patrol. This schedule was implemented for a one year trial period beginning on March 23, 2013.

DISCUSSION:
When the schedule was implemented and the trial period began, the Police Department was significantly under authorized staffing and had several officers out of the workplace who were injured. This made it difficult for Police Management and the Association to evaluate the effectiveness of the 3/12.5 + 10 work schedule by the end of the trail period.
The City and the Association met and conferred in December 2013 regarding the continuation of the 3/12.5 + 10 work schedule. At that time the parties agreed that the trial period for the work schedule will continue until September 19, 2014. This will allow Police Management and the Association to effectively evaluate the work schedule with full deployment.

CONCLUSION:
Staff recommends that City Council approve the Side Letter Agreement between the City of Manhattan Beach and the POA.
