Staff recommends that the City Council award Bid #964-14 to Enerspect Medical for the purchase of five Cardiac Monitors/Defibrillators in the amount of $106,476.11

FISCAL IMPLICATIONS:
Funds totaling $130,785 are allocated in the Fiscal Year 2013-2014 Fire Department budget for the purchase of this equipment. The equipment costs $106,476.11; the remaining budgeted funds of $24,308.89 will be returned to fund balance.

DISCUSSION:
Our current fleet of four cardiac monitors/defibrillators is used on a daily basis by the Paramedic units to assess and treat patients with cardiac problems in the field, prior to arrival at a local hospital emergency room. The current equipment has reached end of life and requires replacement. A typical cardiac monitor/defibrillator is expected to provide five to six years of service.

The two front-line paramedic fire engines and front-line and backup advanced life support ambulances each carry one cardiac monitor/defibrillator. A fifth unit was added in the event that an additional vehicle is deployed to a special event or wildfire.

A total of five bid responses were received. The bid comparison (Attachment 1) shows the aggregate price, including trade-in allowance and sales tax (the lowest bid is indicated in bold font).
